NAICS Code: 541620&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe U.S. Environmental Protection Agency (U.S. EPA) Office of Radiation and Indoor Air (ORIA) Indoor Environments Division (IED) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Environmental Education Foundation (EEF) of Gilbert, AZ under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain support from EEF to build a coalition of major players in the building design/construction and property management industry, with a focus on&nbsp&nbsp&nbsp&nbspmajor insurance and financial institutions, to gain acceptance of certain EPA indoor environmental quality guidance, and to use this guidance as the basis for managing indoor environmental quality risks.&nbsp&nbsp&nbsp&nbspUnder this Purchase Order, EEF shall develop a program to work cooperatively with insurance&nbsp&nbsp&nbsp&nbspcarriers and brokers to train building clients on management of Indoor Air Quality (IAQ) using EPA's IAQ Building Education and Assessment Model (I-BEAM) guidelines.&nbsp&nbsp&nbsp&nbspEEF shall evaluate and promote EPA's training module on IAQ and Energy Efficiency and Green Building Guidance. EEF is uniquely&nbsp&nbsp&nbsp&nbspqualified to satisfy this requirement because of its ability to provide an active training program for building professionals and its specific working relationships with the building insurance industry and lending groups through environmental risk programs. It has been determined that because of&nbsp&nbsp&nbsp&nbspthe ability of EEF to access an established advisory committee consisting of high-ranking building professionals from established companies representing insurance, financial, design, construction, property management and related fields, it is the only known non-profit organization qualified to&nbsp&nbsp&nbsp&nbspsatisfy this requirement In addition, EEF is unique in its acceptance by insurance and financial industries for its current IAQ guidelines. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE.&nbsp&nbsp&nbsp&nbspNotwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the&nbsp&nbsp&nbsp&nbspproposed requirement based upon the responses to this notice is solely within the discretion of the Government.
