- This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91CRB-04-T-0072. Requirement is for Safety and Rescue Equipment for the Government of Albania. For a complete list of items required, please e-mail the contract specialist listed below. This is a Foreign Military Sales Requirement, FMS Case AL-B-UAV; purchase request BAL04N3240Y001. Delivery terms are F.O.B. Origin . Shipping will be arranged by the cognizant DCMA office. The vendor shall supply the contracting office with the location from where the material will be shipping. Offerors must provide a delivery schedule with their proposal. Partial shipments are a cceptable, however, shipments shall be as consolidated as possible to avoid items being lost in transit. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2 applies to this acquisition. O ffers will be evaluated based on price and delivery schedule. While price is more important than delivery, award will be made to the offeror that provides the best delivery schedule for the best price. A completed copy of the provision at 52.212-3, Offer or Representations and Certifications-Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Imp lement Statutes or Executive Orders-Commercial Items, applies to this acquisition. A completed copy of the provision at DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, must be provided with offers. The clause at DFARS 252.212-7001 applies to this acquisition.
