- NA NAICS 54199. The United States Department of Transportation (DOT), Research and Special Programs Administration (RSPA), Volpe National Transportation Systems Center (Volpe Center) is continuing to conduct market research for information and planning purposes only. This synopsis does not constitute a solicitation and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. The Volpe Center seeks contractor support to design, build, install and test a Dynamic Message Sign System (DMS) at a highway rail intersection. The DMS is part of an overall, larger test project relating to Intelligent Transportation Systems (ITS) and Positive Train Control (PTC) capabilities. The project requires contractor support t o develop the concept of how the DMS system will operate at a grade crossing using the existing grade crossing controller and a PTC system. The Contractor shall undertake work necessary to develop the Concept of Operations (CONOPS). The CONOPS shall describe the operations at the grade crossing when the DMS is installed, a complete description of all possible scenarios, and a description of possible messages that will be displayed during the various scenarios. The CONOPS shall also include the operation of the DMS with and without Positive Train Control integrated into the system. All scenarios will be based on current train, motor vehicle and pedestrian traffic in the area. All possible states/modes of the system shall be described, including but not limited to start-up, self-test, operational, performance monitoring and non-operational. The Contractor must use the latest ITS Standards and best practices available for DMS and all applicable FRA regulations must be adhered to and followed. Sources deeming themselves capable of performing this project may respond to this notice. Such sources are requested to submit two (2) copies of a Statement of Capabilities in detail sufficient to allow the Government to ascertain the source’s capabilities. Statements of Capabilities must not include pricing information and must be limited to fifteen (15) single-sided, 8˝ inches by 11 inches pages. Statements of Capabilities must be received by the Government on or before 2:00 p.m., local time, March 12, 2004 to be considered. All responses to this Notice, including Statements of Capabilities, must be in writing. No verbal communications will be acknowledged or accepted. All responses must be sent to Anthony W.
