- NAICS Code: 541380 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-04-00162, and the solicitation is being issued as a 100% Small Business Set-Aside Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-19. The associated North American Industry Classification System (NAICS) Code 541380, which has a size standard of $6.0 million to qualify as a small business, is applicable. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for the analysis of up to 250 water samples for dissolved and particulate nutrients (complete list shown at EPA Website in Table 1) in accordance with protocols used for the analysis in EPA Region IV Water Quality Monitoring Program for the Florida Keys National Marine Sanctuary Water Quality Protection Program. The Quality Assurance Plan for Analysis of Water Quality in Oligotrophic Marine Waters (QAWQ) contains all the pertinent information and is in Appendix 1(see EPA Website). The period of performance will be from the date of award through September 30, 2004. The Contractor shall provide EPA with a price on a per sample basis for the analyses specified in Table 1(see EPA Website) for analysis of 250 samples. The Contractor shall perform chemical analyses on up to a maximum of 250 water samples. The analytes of interest and method detection limit requirements are listed in Table 1(see EPA Website). Note that MDL calculations follow EPA's "Definition and Procedure for the Determination of the Method Detection Limit-Revision 1.11", 40 CFR Part 136, Appendix B. A Quality Assurance/Quality Control (QA/QC) program shall be in place at the Contractor's laboratory, and shall address, at a minimum, the following topics: accuracy and precision; calibration; detection limits; physical processing of samples; analytical methods utilized; QA/QC samples, including all acceptability criteria; and data reporting. Routine analysis, i.e. on a per batch basis, of Certified Reference Materials (CRMs) is required. Results for the samples shall be reported to the EPA Project Officer no later than 90 days after individual shipments have been received. The Contractor shall submit a copy of Quality Assurance/Quality Control plan and proof of quality standards to EPA prior to the analysis of samples. These protocols shall be the same standards, or exceed those described and currently implemented for the Water Quality Monitoring Program for the Florida Keys National Marine Sanctuary Water Quality Protection Program Monitoring, established by US EPA, Region 4. These protocols must use the same procedures and protocols; have the same MDL's; and adhere to the same Data Quality Standards as stated in the QAWQ. The Contractor shall agree to allow a QA audit of laboratory and/or data entry procedures by an authorized agent of the EPA at any time (with advance notice). Samples will be collected by EPA scientists. The Contractor shall receive sample shipments stored on dry ice. The Contractor will be notified by telephone or email at least 2 days prior to shipment of the samples to the Contractor. Each sample consists of 60 ml seawater frozen in a HDPE Nalgene container, filter containing given volume of sample. Subsamples for both organic and inorganic analyses will be taken from the same containers. The successful Contractor shall have demonstrated experience in the analysis of these analytes in marine oligotrophic environments, and shall employ methods that provide the required method detection limits listed in Table1. Prior to contract award, the Contractor shall demonstrate the ability to meet the required method detection limits and shall also provide applicable reference material results. Results shall be reported in an electronic format (MS Excel 2000). A copy of the cover letter which accompanies the results shall be sent to the EPA Project Officer. The Contractor shall also provide a hard-copy output of data files (i.e. spreadsheets) for the purpose of quality assurance. A written report detailing the methods used and the results of QA measures shall also be provided by the Contractor. Any laboratory notes discussing problems encountered must be included as an appendix to this report. Original records, such as laboratory notebooks and chromatograms, shall be retained for at least three years following final report submission, as they may be requested to be sent to EPA. The following FAR provisions apply to this solicitation: 52-212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation-- Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: I. TECHNICAL CRITERIA: 1.) Provide a copy of QA/QC protocols, including plans for analyzing Certified Reference Materials. 2.) Demonstrate previous experience with coastal marine oligotrophic samples. 3.) Demonstrate previous analytical experience with NS&T, EMAP, or EPA Region IV Water Quality Monitoring Program for the Florida Keys National Marine Sanctuary Water Quality Protection Program or similar programs. 4.) Demonstrate previous experience with nutrient analyses, within the MDL ( M/L), precision and accuracy for each analyte in Table 1 of SOW. 5.) Provide documentation of methods used for each analyte that is the same as those specified in Appendix 1 references. 6.) Demonstrate experience with similar size/scope projects. 7.) Address ability to meet the deadlines for the project. 8.) Plan to submit a final report (electronic format) as required. 9.) Describe Record Management Program. 10.) Past Performance - Submit a list of 3 customers for whom like or similar sample analysis have been performed. Include specific points of contact and phone numbers. Past performance will be evaluated on 1) quality of product or service; 2) timeliness of performance (ability to adhere to deadlines); and overall customer satisfaction. II. Price. Offers must satisfactorily meet all of the technical requirements to be considered "technically acceptable." Award will be made to the offeror whose response is determined the lowest priced, technically acceptable offer. NOTE: The Technical Proposal shall be formatted to address each of the technical capabilities criteria in the same order as above. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52-232-34, Payment by Electronic Funds Transfer; 52.222-41, Service Contract Act of 1965, As Amended.
