- Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to award using FAR Part 12 a sole source firm-fixed-price purchase order to Hankins & Anderson of Glen Allen, VA for the engineer design and installation of a chiller unit to provide air conditioning for four (4) floors of a building located at Nathan Hale Depot in Darmstadt, Germany. The project must be completed and operational by 31 May 2004. The Government's minimum requirements for the chiller unit project are as follows: contractor is responsible for all labor, materials, coordination, purchasing of all equipment and associated piping required for the installation; conduct a field survey of all floors for the best possible route for the installation of piping; provide mechanical and electrical engineering services; provide as-built drawings in CAD format; provide operations and maintenance manuals; training; warranty information. THIS IS NOT AT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fourteen (14) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and or/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Note that prior to award, contractor must be registered in the Central Contractor Registration (CCR). Responses received after fourteen (14) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Ms. Charmaine F. DeMercado, Contract Specialist. Responses to this notice must be received by close of business, March 1, 2004. Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquires will not be accepted. Requests may be faxed to (703) 767-4691. If no responses are received, an award will be made to Hankins & Anderson.
