- Description
- NASA/GRC is hereby soliciting information about potential sources for Advanced Stirling Convertor Program. Development of Joining and Hermetic Sealing Practices for High-Strength Superalloys. The estimated period of performance is for one year with a possible option for a second year. Do not contact the Contracting Office for information. The NASA GRC point of contact for technical questions is Randy Bowman (216-433-3205). Randy.R.Bowman@nasa.gov. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. A Stirling Convertor 2nd Generation program is seeking sources to develop a method a hermetically sealing and joining high-strength nickel base superalloys to nominally nickel components. Typical superalloy compositions of interest are MarM-247, IN939, IN738, and Udimet720. A key requirement in this new program is to develop a technique suitable for joining a high-strength, gamma-prime strengthened, superalloy heater head to a nominally nickel linear alternator housing body. The joint must be immune to post-weld cracking and be capable of hermetically sealing the pressurized internal helium gas at 400 psi for a period of 120,000 hrs in the vacuum of space. The joint area is expected to operate at approximately 200 degrees C. Potential partners are requested to submit a statement of interest and capability. This statement should demonstrate the capabilities and experience to provide systems, subsystems, and components consistent with the efforts described above. The statement should also include a brief description of the proposed technical approach. Partners must work collaboratively with NASA and other potential aerospace industry partners to perform the required tasks. Partner responses should include the following criteria: Relevant experience, technical capability, availability of key personnel, and Management Processes. The proposer's relevant recent experience, technical capability to perform the tasks and key personnel available to support the tasks. Substantive evidence (points of contact and telephone numbers) of successful participation in similar efforts should be included. The proposer's ability to control both cost and schedule. The proposer should provide descriptions of program/project control and management processes used in similar technology development programs. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Randy Bowman, 21000 Brookpark Rd, MS 49-3, Cleveland, OH 44135 no later than March 1, 2004. Any referenced notes may be viewed at the following URLs linked below.
