Description
NAICS Code: 541840 The U.S. Environmental Protection Agency (U.S. EPA) Office of Radiation and Indoor Air (ORIA) Indoor Environments Division (IED) intends to award a sole source fixed-rate Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a one-year base period and four one-year option periods using Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items to TV Access of Glendale, IL under the authority of FAR Part 6.302-1. Indoor Environments Division (IED) is responsible for educating the public about the health effects associated with exposure to various indoor air pollutants. IED's education and outreach program uses the media for broad dissemination, repetition and reinforcement of its environmental health messages. The purpose of this acquisition is to obtain support from TV Access to perform technical and marketing support related to the broadcast and media industry for its Public Service Announcements (PSAs), Video News Releases (VNRs), and media campaigns. Under this contract, TV Access shall: 1) Promote, distribute and reproduce all PSA materials in broadcast format to meet the technical specifications of television and radio stations; 2) Preview PSA materials to non-profit volunteers and stakeholders; 3) Supply and equip media stations with PSA materials; 4) Produce VNRs for the launch of new PSA campaigns 5) Maintain a compilation of all PSA campaigns and releases, in addition to a library of all EPA master videotapes; and 6) Report annually on deliveries of PSA materials to interested parties. TV Access is uniquely qualified to satisfy this requirement because of their ability to provide a number of in-house media-specialized services, such as promoting, duplicating and reproducing PSA materials suitable to meet the technical specifications for broadcast TV and radio stations. In addition, TV Access possesses industry relationships with media outlets and many of EPA's non-profit stakeholders. The North American Industry Classification System (NAICS) code for this procurement is 541840. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
