- ONR BAA Number 04-009 Questions and Answers 1) Has the Gov't secured the $1M yet? If not, what is the likelihood of this coming through? We would not release a BAA unless we had the expectation that funding would be available to resource the effort. 2) Can the proposed approach be less than 36 mos, i.e., 18 mos, and if so, will additional points be awarded to the offeror who proposes a shorter schedule? Rationale is that our firm is well-ahead of competition. The BAA did not establish length of schedule as a specific evaluation criterion. Offerors are expected to submit proposals that project a reasonably accurate schedule for the completion of the proposed work. 3) Clarification on the funding picture: $1M total or each year? $1M total. 4) What are the USMC vehicles associated with the load bearing requirements (MLC70T) and (MLC100W)? M1A1 with track-width mine plow attached for MLC 70. M1A1 on HETT or tractor trailer for MLC 110W. 5) Does the bridge need to float? No, if there another way to cross large wet gap despite depth/bottom composition. The way it is currently thought of is the bridge floats (aka Ribbon) or the bridge is simply supported using floating piers (e.g. Logistics Support Bridge). The simply supported concept fits with the modular family type bridging where the same sections could be used. 6) Please clarify the 3' of water requirement. Is this 3' under water? 3' water means that if floating, be able to float in 3 feet of water. 7) Page 3 of the BAA - lists the bridge length as ?indefinite? and also 40 meter. 40 meters in one span, indefinitely with floats or other intermediate supports. 8) Define "far shore support". Personnel and/or equipment? If we're attacking north, we reach the south side of the river and have no personnel or equipment on the north side until the bridge is across it. We need a bridge that can be built in one direction. Personnel - basically trained Marine engineers; no bridge scientists. Equipment is basic engineer construction/material handling equipment. 9) Deliverables - Item 1. What is their expectation of the ?demonstration article? listed? Model of final design along with sample full-sized components if new material to demonstrate manufacturability, weight, etc. 10) Does the requirement to give preference to disabled veteran owned companies apply here? No preference stated in the BAA. 11) What is the definition of LOC bridging? Line Of Communication (LOC) Bridging - Bridging, which is semi permanent, fixed or floating, that is emplaced as soon as possible to replace Tactical Bridge assets until permanent bridges can be constructed or an alternate route opened. This type of bridging is emplaced after the site is secured and is used to open main routes for military as well as civilian traffic. They are designed to be emplaced for long periods of time over substantial gaps and are able to handle large numbers of vehicles. Typical LOC bridges in service for the military are the Bailey Bridge (BB) and the Mabey&Johnson Logistics Support Bridge (LSB).
