Description

This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price construction contract for the Repairs to Runway 05-23 at Naval Station Mayport, Florida. The work includes the installation of a new pavement protection system at each arresting gear location, the milling of existing airfield pavements, new bituminuous paving, new concrete paving, removal of pavement paint and rubber build-up, new pavement markings, spall repairs, joint resealing, crack sealing and incidental related work. The estimated price range for this project is $1,000,000 to $5,000,000 with a total construction schedule of 255 calendar days from the date of contract award. The liquidated damages for this project are $1,450.00 per calendar day of delay. The NAICS for this procurement is 237310 with a size standard of $28,500,000. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be use is Low Price-Technically Acceptable. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The solicitation will be available on 12 February 2004. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. A Pre-Proposal Conference and Site Visit will be held on 24 February 2004. Proposals will be due on 15 March 2004.
