Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. PLEASE CONTACT THE CONTRACT SPECIALIST FOR A COPY OF THE STATEMENT OF WORK (SOW): John Cooper (309) 782-0909 cooperj@ria.army.mil. Solicitation No. W52H0904T0204 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-19. This combined synopsis/solicitation is a total Small Business set-aside with a standard business size of 500. The North American Industry Classification System (NAICS) code is 325510. The following item is intended to be purchased for the Government: Quantity of 1000 each four (4) ounce bottles of black lacquer conforming to commercial item description A-A-3164 ( or TT-L-20) with an option to purchase an additional 1000 bottles within one year of date of award. Lacquer shall be black color number 37038 per FED-STD-595. Material Safety Data Sheets (MSDS) shall be included with each bottle of lacquer. Bottles must be glass and comply with hazardous material regulations. Each bottle shall be provided with a suitable black plastic cap with a polyethylene cone liner. Glass bottles shall be color amber. First Article Testing (FAT) is a requirement in accordance with FAR S ubpart 9.3. FAT shall consist of 4 bottles packaged IAW the SOW. In addition, 2 Bottles shall be submitted to other Government agencies as part of the First Article Test Report IAW the SOW. Submit First Article Test Report to the Government through the loc al QAR to CO. FAT shall be submitted within 70 calendar days after date of award. Delivery is due 65 calendar days after FAT approval. Must quote delivered price FOB Destination (FAR 52.247-34) to: XU General Supply Storage Point, Blue Grass Army Depot, 20 91 Kingston Hwy, Richmond, KY 40475-5000. The evaluation criteria will be based on technical capability, price, and delivery. The following Federal Acquisition Regulations (FAR) provisions apply to this solicitation: Instructions to Offerors Commercial, 52 .212-1, Offeror Representations and Certifications Commercial Items, 52.212-3, Contract Terms and Conditions Commercial Items, 52.212-4, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items, 52.212-5. This is a rated order certified for national defense use, and the Contractor shall follow all the requirements of the Defense Priorities and Allocations System regulation (15 CFR 700).
