Description

C-17 Engine Lift Trailer Procurement, Contract FA8614-04-C-2006 This announcement constitutes a Notice of Contract Action. The C-17 System Program Office, ASC/YCKB, at Aeronautical Systems Center, Wright-Patterson Air Force Base, OH proposed to award a sole source contract to Stanley Aviation Corporation, Aurora, Colorado, to provide sixteen each engine lift trailers (ELT), Support Equipment Requirements Document (SERD) 230272, National Stock Number (NSN) 1730-01-508-6426, for FY2004 and a priced option for three additional ELTs in FY2005. A Firm-Fixed Price type contract contemplated, with deliveries expected to begin in calendar year 2005. This effort requires the contractor to manufacture and deliver an engine lift trailer that will integrate with and support the C-17 aircraft. Stanley Aviation Corporation is the only known manufacturer with the knowledge, experience, and technical data to provide a qualified engine lift trailer in time to meet agency requirements. In addition, the Government does not possess a complete drawing package for this piece of complex support equipment. Therefore, this contract will be awarded pursuant to the authority of FAR 6.302- 1 (10 U.S.C.) 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
