Description
The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the Electronic Mobility Controls, LLC for the purchase and installation of the following special purpose EMC AEVIT motor vehicle equipment. Digital Wheel/Gas & Brake Lever Combo, Digital Brake Lever, Modified 2001 Chrysler Steering Column, Universal Application PKBRK, Econo Series Console System, and Smart Shift stand-alone gear selector. The office of Vehicle Safety Compliance (OVSC) has conducted a FMVSS No 135 (brake system) test of a 2003 Dodge Caravan Van. This vehicle has a lowered floor to facilitate operation by a person with a disability, seated in a wheelchair. The vehicle passed the first test using the accelerator brake and steering controls furnished by the vehicle manufactured. The second test will assess whether the vehicle continues to meet FMVSS 135 requirements with this equipment installed, as it is required to do. In addition, NHTSA Research & Development plans to perform testing on a second set of these controls to assess other safety aspects. Interested firms must identify their capability to respond to the work. The written response must included detailed information as to professional qualification and relevant expertise/specifically addressing organization/personnel experience relating to the specific requirement above. Expressions of interest without sufficient detail to permit evaluation of capabilities will not be considered. Oral expressions of interest will be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. It is anticipated that a Fixed-Price Simplified Acquisitions will be awarded for this effort. The period of performance is 7 days from effective day of award. A determination by the Government not to compete this action based upon responses to this notice solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from Electronic Mobility Controls (EMC).,on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice February 27, 2004.
