- Training Available Sandia National Laboratories Risk Assessment Methodology for Communities Train-the-Trainer Course in Albuquerque, New Mexico 17-21 May and 9-13 August 2004 Sandia National Laboratories (Sandia) developed and delivered a course to train communities, State/local agencies, homeland security consultants, security consultants, and other affected parties on the Risk Assessment Methodology for Communities (RAM-C or CVAMSM). In cooperation with the Department of Justice, National Institute of Justice (NIJ) Sandia has developed a train-the-trainer version of the course to allow other professional trainers to begin offering this course throughout the United States. The 5-day train-the-trainer course will be offered only two times in 2004, at Sandia?s facilities in Albuquerque, New Mexico, on 17-21 May and 9-13 August 2004. There will be space for a total of 50-60 individuals. Each entity desiring to receive this training and licenses to train others will be limited to 4 trainers. Some spaces may be reserved for not-for-profit entities. The goal of the program is to provide licensed trainers that will be available to consultants, communities, and government/tribal entities to support the objective to have security risk assessments conducted for communities in the United States. All licensed trainers would be required to publicly provide this training course a minimum number of times. Details are contained below. Proposals are being sought from qualified firms that meet the Selection Criteria listed in the next section. A review panel will evaluate the proposals. Details on the required criteria, desired criteria, and the proposal requirements are contained below. At the end of the course, each trainer who has successfully met the course requirements will be offered a license to use the course materials to train others. A fee of $1,000 per person will be charged to each trainer to attend the course. The target audience for courses subsequently offered by the licensed trainers will be comprised of the following groups: 1. Technical consultants offering security risk assessment/vulnerability assessment support to communities and installations. 2. Community staff and management desiring to complete their own assessments. 3. State, local, Federal, tribal and other regulatory staff. Selection Criteria Required Criteria (100 points total) 1. Experience in conducting professional development courses targeted at audiences of management, experienced engineers, scientists, technicians, and related professional disciplines. Criteria to be evaluated will include the number and type of courses offered, training of the instructors, and feedback from course participants. Indicate if you are licensed in any other Sandia RAMs. (40 points) 2. Knowledge and experience with industrial security and risk assessments. Criteria to be evaluated will include security training, security design and/or installation, and written recommendations or references from clients for which security services were provided. Reputation and experience of company with respect to integrity and proven assurance that the sensitive information making up the course content will be properly secured. (30 points) 3. Knowledge of and familiarity with homeland security/security risk areas related to communities, installations or facilities. Criteria to be evaluated include experience with training, design and/or construction, formal training of the instructors, and feedback from course participants. (30 points) Desired Criteria (10 bonus points) 1. Experience with risk analysis to include security upgrades and mitigation. Criteria to be evaluated include formal training, and/or completion of risk analyses. (4 points) 2. Experience with security technologies. Criteria to be evaluated include design and/or installation of security hardware and/or formal training. (3 points) 3. Number of professional trainers available. Criteria to be evaluated include the number of staff available that have been engaged, part or full time, in providing professional training. (3 points) Protection of the Course Materials and Course Content Firms chosen to attend this course must agree to maintain the integrity and security of the course materials in accordance with the course licensing agreement. All future attendees of any course taught by the licensed trainers must complete the necessary Sandia licensing agreements so that security information can be shared with relevant stakeholders, but not be generally available in the public domain. Additionally, employment of all course attendees with a community, State/local agency, company, consultant, or other entity must be verified. Course Dates The courses will be offered 17-21 May and 9-13 August 2004. These are currently the only dates that are scheduled for this training. Entities interested only in an End-User License Agreement (EULA) can request to attend this course on a space-available basis. Companies with only a EULA cannot use the RAM-CSM for commercial purposes. They will not be required to submit a proposal. Course Offerings All successful firms/trainers receiving this training will be required to publicly (open to target audiences mentioned earlier) offer the course at least three times during the duration of the license agreement. The train-the-trainer course will have a test-out section to certify that the participants understand the material and can convey it to others. The primary intent of offering the train-the-trainer program is to train organizations on the security risk assessment methodology for communities. To ensure the on-going quality of the course, Sandia will require that all course offerings by the licensed trainers include written feedback that will be reviewed by Sandia. Sandia trainers will also randomly attend the courses offered by the licensed trainers to provide feedback to the trainers. Licensed trainers are allowed and encouraged to provide training internal to their respective companies. All the same requirements apply. Licensing Information The materials for this course are licensed through Sandia to the firms/trainers that successfully complete the train-the-trainer course. The materials are copyrighted by Sandia and can only be distributed in accordance with the license agreement. There is a one-time licensing fee of $500 for the Trainer License and Commercial-End-User License Agreement (for conducting VAs commercially using CVAMSM). A Non-commercial End-User License Agreement has no licensing fee associated with it. Each attendee at a course subsequently offered by one of the licensed trainers will be charged a fee to receive the copyrighted materials. How much each attendee is charged (in addition to the licensing fee) to receive this training from licensed trainers is solely at the discretion of the licensed trainer and their respective firms. Response to Solicitation The response to this solicitation will be limited to 10 pages, single sided, 12-point type minimum. Please supply 4 copies. No payments or licensing activities are required until the organization has been notified they have been accepted. Indicate the number of individuals who would attend the training and their class dates.
