Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A SEPARATE SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number NCNA2600-4-00004 is issued as a Request for Quotations. This procurement action is set aside exclusively for small business concerns. The North American Industry Classification System (NAICS) code is 541613 and the related size standard is $6,000,000.00. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service, Communications and Education Division has a need for exhibits management and planning services. The attached Statement of Work (SOW) entitled ?Exhibits Management and Planning Services? dated February 12, 2004, details the requirements for this procurement. This will be awarded as a firm fixed price purchase order based upon competition for one twelve month period and two twelve month optional periods. The estimated level of effort for each twelve month period is 880 hours. The estimated number of events is eleven per year. The estimated locations include: London, England, Kobe, Japan, Atlanta, GA, Seattle, WA, Honolulu, Hawaii, and Chicago, IL. It is estimated that the average travel cost per event will be $2,500.00. Interested firms shall provide a quote electronically in MS Word format and in paper no later than 3:00pm on February 27, 2004 addressed to Phillip Harrell, Acquisition Management Division, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7143, Silver Spring, Maryland 20910 and Phillip.Harrell@noaa.gov. An original and three copies shall be submitted and remain valid for 90 days. The quote shall be no more than twelve pages and shall include the following: 1) Nature of the Firm: Primary lines of business, Management, Location, Business Summary, Financial Capability and Banking Relationship; 2) Personnel: Education, Experience, Credentials; 3) Approach: Knowledge and Understanding of Exhibits Management and Planning, Understanding of Operations and Procedures of the Communications and Education Division of the National Ocean Service; 4) Pricing: Amount, Realism, and Consistency of Event Price; 5) Past Performance: Relevance and Quality of Exhibits Management Planning. For each past performance citation provide a narrative account of the work performed and include the following elements: a) Summary of the project; b) Description of work performed and results achieved; c) Description of methodology, tools, and processes utilized in performing the work; d) Adherence to project schedule and budget; e) Problems encountered and corrective actions taken; f) Identification of the similarity in scope and complexity to this project. All received quotes will be evaluated on a best value basis using the following evaluation factors: 1) Understanding and knowledge of exhibits management and planning; 2) Relevance and quality of past performance in exhibits management planning; and 3) Price per event. The evaluation factors are listed in order of importance. Award will be made using a combination of commercial and simplified acquisition procedures. The Federal Acquisition Regulation requires that contractors be registered in the Central Contractor Registry (CCR). Please register with CCR at the following website: http://www.ccr.gov.
