- THIS IS A SOURCES SOUGHT NOTICE/Request for Information (RFI). In accordance with Federal Acquisition Regulation part 10.002(iii) the U.S. Coast Guard is conducting market research to determine the existence and interest of possible sources to provide 406/GPS capable Locator Beacons. The 406/GPS locator beacon should meet the following general requirements to be considered: 1) Beacon must meet standards pertaining to hand-held personal locator beacons specified by COSPAS-SARSAT in the following documents: C/S T.001, Specification for COSPAS-SARSAT 406 MHz Distress beacons; C/S T.007, COSPAS-SARSAT 406 MHz Distress Beacon Type Approval Standard; C/S G.005, COSPAS-SARSAT Guidelines on 406 MHz Beacon Registration, Coding, and Type approval; Note: Above references may be downloaded at www.cospas-sarsat.org. 2) Beacon must have embedded GPS capability which acquires satellite lock and provides Latitude / Longitude information on COSPAS- SARSAT data burst, to rescue coordination center within 20 minutes or less under extreme maritime environmental conditions. Must be accurate to within 100 meters of beacon position. Must have a 5W power transmission on 406 MHz measured at the antennae. 3) Beacon must have 121.5 & 243 MHz homing signal transmitter of at least 50mW power output for 24 hours at minus twenty degrees centigrade. 4) Beacon must be waterproof to at least 3 meters and of lightweight high impact resistant construction (polycarbonate plastic preferred). (It is preferable that beacon floats but not required). Yellow color preferred. Other high visibility color schemes will be considered. 5) Beacon must, at a minimum, meet power standards of class II beacons operating for a minimum of 24 hours at minus twenty degrees centigrade (Class I preferred). 6) Battery shelf life of at least 5 years. Lithium Manganese or Lithium Disulfide type battery preferred. 7) Beacon shall possess flexible or telescopic, corrosion resistant, storable antennae which will not protrude, when stored, beyond dimensions stated in item 8. 8) Beacon must fit in current Coast Guard Tri-Sar Harness and Helicopter Aircrew Survival vest pocket. Beacon can be no larger than: Height ? 6 inchesWidth ? 4 inchesDepth ? 2 inches. Locator beacons will be used by US Coast Guard Aviation personnel and Helicopter rescue swimmers in event of emergency. Beacon will be stored in all helicopter crew survival vests and rescue swimmer tri-sar harnesses. Project is initiated due to migration of all emergency beacon transmissions to 406 MHz by 2009 as mandated by NOAA and COSPAS / SARSAT. Interested companies are encouraged to respond to this announcement as soon as possible. Responses should include a) name and address of contractor; b) Cage Code; c) point of contact including name, title, phone, and email address; d) equipment specifications, options, descriptive literature, brochures, price ranges and should include if item is of a type customarily available in the commercial marketplace, of a type customarily available in the commercial marketplace with modifications, or used exclusively for governmental purposes; e) state if manufacturer or distributor of the product; f) state whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small business in terms of the NAICS code; g) GSA Contract information if applicable, and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for any subsequent requirement. The NAICS code is 334290 and the small business size standard is 750 employees.
