- Description
- NASA/MSFC has a requirement to have a on-site Lindgren RF Enclosure disassembled, relocated, and re-assembled from NASA building 4655 to building 4205. NASA/MSFC intends to purchase the services from ETS-Lindgren on a sole source basis. These services are required to disassemble, relocate, re-assemble and recertify an existing Lindgren R.F. "screen room". Lindgren R.F. is experienced in the assembly and test verification of this specific hardware. Performance of this assembly and test procedures by another provider would result in increased risk to the government, and the validity of the performance certification would be in question. Development of this enclosure by another source would require an inordinate delay and adversely affect project schedules at MSFC. The cost of such a development would also more than likely exceed that of this procurement due to the specialized nature of the hardware involved, and the associated "start-up" costs that would be incurred by another manufacturer. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton at janet.appleton@msfc.nasa.gov no later than 4:30 p.m. local time on 2/21/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
