Description
The USA Intelligence and Security Command (INSCOM), Fort Belvoir, VA is seeking industry sources for the potential acquisition for services related to Management Support Services (MSS). These services will support INSCOM; Headquarters Department of the Army, Deputy Chief of Staff (DCS) G-2; other Army Major Commands (MACOMS); Department of Defense Intelligence Information Systems (DODIIS) projects; and other related intelligence communities. Services to be provided include, but are not limited to, r equirements engineering, solutions architecture, systems analysis and design, programming, testing, implementation and integration, system/software engineering, process reengineering, information engineering, customer training, program/project management a nd administration, and other related services. The estimated period of performance for this effort is one twelve-month base period and four twelve-month options. Additionally, for planning purposes, the offeror should assume that approximately fifty (50) full time equivalent (FTE) personnel will be re quired per year, to include systems engineers, analysts, administrators, security specialists, and web developers. At award, the resultant contractor must have a Top Secret (TS) facility clearance and key personnel with TS/SCI clearances. Input to this SOURCES SOUGHT announcement will aid the government in the development of the acquisition strategy and determine whether or not this procurement can be set-aside for small businesses. All interested parties, both large and small businesses, are encouraged to submit a capability statement. The capability statement shall not exceed four (4) pages in length and shall include the company??????s specialized experience in relation to this requirement. Additionally, the offeror must provide adequ ate information that will allow the Government to determine the offeror??????s financial capacity to perform a requirement of this magnitude. All capability statements shall be emailed no later than 10 March 2004 and shall be forwarded to Ms. Donna Broady at the following email address: dlbroad@inscom.army.mil.. THIS IS NOT A REQUEST FOR PROPOSALS. This is a sources sought/market survey announ cement to gain industry information in the development of the acquisition plan and in no way obligates the government to procure these services.
