Description
1.0 Description 1.1 The ACA Southern Region Contracting Center East (SRCC-E) is seeking small business sources for the US Forces Command Battle Command Staff Training (BCST) Program within the US Army Reserve Components (RC). Block II. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. 1.3 Interested parties are requested to provide a written response to this RFI. 2.0 Background. 2.1 The Army Forces Command (FORSCOM) has placed the five Divisions (Training Support) , of the FORSCOM TS XXI structure, under Operational Control (OPCON) from the United States Army Reserve Command (USARC) to the two Continental United St ates Armies (CONUS). These DIV (TS) each contain a Battle Staff Training Brigade/ Simulations Exercise Brigade (SIM Bde) that conducts scheduled Battle Command Staff Training (BCST) Exercises for the respective client base in their Areas of Responsibility (AOR). FORSCOM/ARNG/USARC Regulation 350-2 directs that the BCST Bde in the DIV (TS) will support the Combat Support / Combat Service Support (CS/CSS) priority units in their Area of Responsibility (AOR) by scheduling and conducting Battle Command Staff T raining (BCST) simulation driven Exercises utilizing the current Army Constructive Training Federation (ACTF) (A Simulation Driver), data collection and synchronization matrices, as well as scripted Master Event Schedule Lists (MESL). Click on the line entitled US Forces Command Battle Command Staff Training (BCST) Program. .3.0 Requirements. 3.1 For respondents providing information regarding their capability to provide BCST services, we are soliciting information regarding small businesses who have experience with/capabilities to: 3.1.1 Army Training Doctrines and Methods . 3.1.2 Army Structure and Training Methodologies, both digital and analog. 3.1.3 Familiarity with personal computers, networking and systems configuration. 3.1.4 Legacy VAX system and transitioning to PCs. 3.1.5 Army Constructive Training Federati on and joint doctrine. 3.1.6 Military experience in Battle Staff Procurement and Battle Geometrics. 3.1.7 Operate up to five CONUS sites simultaneously. 3.1.8 Support to Active Component (AC) or Reserve Component (RC) schedules (including weekend tr aining). 3.1.9 Expand beyond existing sites (currently at Ft. Dix, NJ; Camp Park, CA; Houston, TX; Birmingham, AL; and Arlington Heights, IL). This could include any Army military or reserve component facility (Reserves or NG) in CONUS. 3.1.10 Expand to support the Army Active Component. 3.1.11 Provide surge support during the mobilization of reservists or other contingencies. 3.2 The SRCC-E needs to determine if sufficient small businesses exist with the capability, experience and knowledge necessary to successfully perform this contract. This market research information will be used to help determine an acquisition strategy for possible future acquisitions. After a review of white papers, SRCC-E may request additional information to support the information provided. White papers provided as a response to this RFI will be expected, at a minimum, to provide government evaluat ors with an opportunity to assess a potential small business?????? capability to perform all elements of this contract. They should address: 3.2.1 Experience with constructive training simulations. 3.2.2 Experience with digital training using the Army Digital Systems such as AFATDS, MCS, AMDWS, GCCS-A, C2PC, etc. 3.2.3 Experience in database management of constructive training simulations. 3.2.4 An understanding of military operations and battle staff procedures. 3. 2.5 Ability to perform at multiple locations throughout CONUS, simeultaneously. 3.2.6. Experience with legacy battle simulation hardware and software. 3.2.7 Current similar contracts. 3.2.8 An accounting system approved for a cost reimbursable contrac t, by the Defense Contracting Audit Agency (DCAA). 3.2.9 Hold or have the ability to obtain Secret security clearances. 4.0 White Paper Submissions 4.1 Interested parties are requested to respond to this RFI with a White paper no later than 27 February 2004, 3:00 p.m. EST. 4.2 White paper submissions shall be Microsoft Office 2000 compatible or Adobe PDF format. The package shall include the following: (1) Name and address of applicant (Corporate/Principal Office) (2) Name, telephone and email address of point of contact (3) Type of business (i.e.: small business, small disadvantaged 8(a) certified, Woman-owned small busines s, small disadvantaged business (not 8(a) certified) if applicable, Service Disabled Veteran Owned Small Business (SDVOSB), etc.) (4) Brief description of the companys pertinent, recent experience demonstrating the elements in paragraph 3.1 above. (5) Contractors/organizations capabilities. (6) Resumes of personnel who embody said experience. (6) Descriptions (including contract number and points of contact) of other related DoD contracts held. 4.3 There is a five page limit on the white paper proposal. Resumes are not included in this limit. Resumes are suggested for the positions of Site manager, Database Manager, Systems E ngineer and Battle Geometrist. Each respondent must reference the RFI Title. 4.4 The Government will not pay for any materials, or presentations provided in response to this RFI and submittals will not be returned to the sender. 4.5 All interested partie s shall submit their inputs to John Outland, Mission Division, Southern Regional Contracting Center East via email only at John.Outland@forscom.army.mil.
