- NASA/MSFC has a requirement for flight testing services for the Robust Integration Technology and Testing program (RITAT). NASA/MSFC intends to purchase the flight testing services from Ohio University on a sole source basis. Flight testing involves pushing the flight envelopes to extremes and providing adequate technical support from ground facilities and engineers. Ohio University has all the testing facilities, engineers, required airport/runway, pilots, and manpower for the flight test. Listed is the introduction about the RITAT project, contractor qualifications, service tasks, deliverables, and contract options. Introduction: RITAT (Robust Integration Technology and Testing) for GPS/INS navigation system has made significant progress in integrating a GPS/INS package with an advanced navigation processor and Kalman filter. It is planned to conduct a flight test using a King Air Airplane in mid 2004 and again in mid 2005. An experienced flight-testing service contractor is needed to provide an adequate airborne environment for the RITAT package with efficient turnaround and reasonable cost. It is anticipated that the selected contractor will provide all the necessary equipment, facilities, pilots, and manpower for the flight test, except the construction and operation of the RITAT package. All work results and products including, among other things, requirement documents, data, and analysis reports pertaining to the flight testing to be performed for this contract belong to MSFC/NASA and are not restricted by contractor proprietary statement; the work results and products may be restricted to MSFC/NASA official use only. Contractor Qualifications: For safety concerns, the flight-testing provider must have at least 20 years of experience in conducting accident-free flight-testing either for commercial purposes or for the US government. The provider organization must possess at least one King Air airplane configured for flight-testing and must provide its own hanger facility, airport, and runway while conducting flight tests. Licensed pilots from the flight-testing provider qualified for operating the King Air airplane are required. Contractor experiences with navigation system testing for GPS and INS and with FAA flight test requirements are also required. Tasks: Conduct a total of 20 hours flight-testing air time for the RITAT package using a King Air airplane during the period from July 9, 2004 to September 30, 2004. Provide all the necessary equipment, facilities, pilots, and manpower for the flight test, except the construction and operation of the RITAT package. It is tentative that the flight tests will be conducted nominally 10 hours a week. The test weeks shall not be consecutive. Provide pre-flight readiness preparation including flight test requirements, package mounting, package alignment, package power, position initialization, and flight trajectory planning. Any other common ground support in order to conduct a successful flight test for the RITAT package will be required as well. Supply post-flight navigation data using a reference GPS/INS unit. Deliverables: The deliverable for this contract is one report. The report shall document pre-flight test requirements, power supply, test package mounting and alignment description, drawing, and data if they exist, and trajectory/mission planning. Any debrief reports and records pertained to the flight tests and requested by the RITAT POC person are to be included in the report. The report shall include post-flight navigation data from a reference GPS/INS unit and other documents that are necessary for the MSFC RITAT team to complete a test report. Contract Options: Base Contract: seeTask information above Option 1 Task: Additional 20 hours of flight-testing time during 2004 and after the tests completed in the basic period. Use the same setup from the basic period. Requirements are to be defined when Option 1 is approved. MSFC/NASA has its own discretion in approving the option. This option is anticipated to be exercised October 2004. Option 2 Task: Additional 40 hours of flight-testing time during 2005 using the same setup from the basic period. Requirements are to be defined when Option 2 is approved. MSFC/NASA has its own discretion in approving the option. This option is anticipated to be exercised Jan 2005 The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton @ janet.appleton@msfc.nasa.gov no later than 4:30 p.m. local time on 02-14-2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
