Description
The United States Government Printing Office (GPO) is seeking to replace its current Communications Room and move it to a new location in the same building, as well as upgrading monitors, video camera controllers, video recording devices (to digital recorders), and furniture. The cctv controllers and digital video recorders (DVR?s) must be compatible with the current Pelco cameras and current door alarm and panic alarm devices. ONLY GSA SCHEDULE HOLDERS NEED TO RESPOND. Specifics The system should allow alarms received by the system to move any pan/tilt zoom (PTZ) cameras to display the area where the alarm is occurring if in fact covered by a camera, or interface with the access control and alarm monitoring system to move the PTZ camera to cover the area of the alarm. PTZ cameras must be able to be controlled from the communications room as well as from selected desktop computers if desired, and alarm control of cameras released by the system if desired, while the alarm is still in effect. A total of five DVR?s are necessary and must be capable of receiving input from existing Pelco cameras and outputting to standard LCD or Plasma monitors (which will be procured separately and internally by GPO. DVR?s are to be able to receive input from up to 16 cameras each. DVR?s should be network compatible. They should contain sufficient storage to store 30 days of video recordings from up to 16 cameras . DVR?s software should allow individual or groups of cameras to be programmed to record continuously or on motion detection at different times of the day, and on different days, as desired by DVR administrators. Ability to change camera/DVR settings should be password protected, as well as access to the DVR?s themselves. Auditing of access to the DRV system is desired. DVR software should provide searching methods of recorded activities that are easy to use and allow quick access to desired recordings. DRV?s should provide a method to download selected recorded activities to CD or DVD media. Archived recordings should be viewable on a standalone basis, even at non-networked computers. DVD software must be Windows 2000 Server compatible, and Windows 2000 Server is the preferred network operating system (NOS). Searching of recorded events should be possible from other networked computers if granted permission by DVR NOS administrator. There should be a movable rack capable of holding six DVR?s. Furniture must include desk(s) that will allow use of a computer and monitor for ID access control, a computer to allow cctv monitoring, a computer and monitor to allow word processing by the communications officer, as well as WALES and radio communications equipment. Desk(s) should fit together in such a way as to not move apart or around the communications room. They should be ADA compliant. Chairs will be provided by GPO. There should be a rack or rails capable of holding at least fourteen monitors for the DVR?s (total of seven DVR?s), and one larger screen monitor in the middle of the wall behind the desk(s). The desk(s) and DVR rack must fit along a wall that is about 17 feet, five inches long.
