Description
The Office of Management and Administration (OMA) of the Office of Chief Financial Officer (OCFO) of the District of Columbia is requesting proposals from pension consultants to provide guidance on the District of Columbia?s (hereafter ?District?) 401(a) Defined Contribution Pension Plan (hereafter ?401(a) Plan?) and the 457 Deferred Compensation Plan (hereafter ?457 Plan?) and to assist in the re-competition for the award of the 401(a) Plan contract and various services for the District?s post-retirement programs. The District is seeking expert advisory services and project execution assistance to complete each of six (6) phases required for the successful award and potential transition of the participant-directed 401(a) Plan. The selected Contractor shall be a registered investment adviser and or broker/dealer with the SEC under the Investment Act of 1940. The Contractor shall work in conjunction with District staff members through all phases and ensure that all requirements for a successful award are implemented. The OMA will accept proposals for the required services from either a single provider or a combined group of two or more providers in a legally binding relationship. However, in the case of a combined group, a single provider should be designated by the group to submit a proposal and negotiate on their behalf. The OMA intends to award one-year indefinite delivery/indefinite quantity (ID/QC) contract resulting from this RFP, subject to the District?s option to extend the contract for four one-year terms, or fractions thereof, for a total contract term not to exceed five (5) years. Request for Proposals (RFP) No. CFOPD-04-R-009 for Pension Consultants for this procurement has been issued by the Office of Contracts and Procurement of the OCFO effective 03 February 2004 with proposals return date of 20 February 2004. Interested firms wishing to compete for this procurement should address their requests for copies of the solicitation document as follow: (1) By e-mail to benjamin.duodu@dc.gov; and (b) by surface mail with a return e-mail address to Benjamin Duodu, Contract Specialist, Office of Contracts and Procurement, 941 North Capitol Street, N.E., 8th Floor, Washington, D.C. 20002. No telephonic requests shall be honored. Upon request, copies of the above RFP shall be forwarded electronically by e-mail to all requesting firms. However, all proposals shall be submitted in hardcopies and fax or electronic proposals shall not be accepted.
