Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NTSBQ020113 and the solicitation is issued as request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. This is an unrestricted procurement. The associated NAICS code is 541380 and the small business size standard is $10 million dollars. The NTSB has a requirement for computed tomography (CT) scans of 4 actuators. Each actuator is about 4.5 inches in diameter by 17 inches tall, Aluminum housing with steel components. Scans to be conducted with 450 kV (or greater) CT scan unit using 0.5 mm slice increment. Scans to be delivered in a digital file format compatible with VG Studio Max software. The Scans will be inspected and accepted by the COTR. The CT scans shall be performed at the contractor's facility and shall be completed within two weeks after receipt of the actuators to be scanned. The contractor shall coordinate the testing schedule with the Contracting Officer's Technical Representative sufficiently in advance of the testing so the COTR can arrange to witness the CT scans. When the testing is completed the NTSB will arrange to ship the actuators to another location. Offerors must be registered in the Central Contractor Registration System in order to receive an award and may register at http://www.ccr.gov The provision at 52.212-1, Instructions to Offerors-Commercial Items. (Jan 2004), applies to this acquisition. Offerors may submit their quote on company letterhead. The quote shall include solicitation number, name, address and telephone number of the offeror, proposed price for the effort, DUNS number, taxpayer identification number and business size. The Government will award a contract to the technically acceptable, lowest priced responsible offeror.
