Description
United Space Alliance (USA), a Limited Liability Company (LLC), through its offices located in Houston, Texas, is providing this informational notice to solicit interest from potential suppliers for Space Shuttle Upgrades acquisition trade studies in support of NASA Space Flight Operations Contract, NAS9-20000. USA plans to have potential suppliers conduct trade studies for two (2) areas - Back-up Avionics Crash Recorder (BACR) and Vehicle Health Management (VHM). Up to three (3) contractors will be selected for each study and each will be awarded a fixed price subcontract of $300,000 to conduct the trade studies. Anticipated subcontract award is in March 2004 and study completion is required ninety (90) days after subcontract award. The scope of the studies are as follows. (A) Back-up Avionics Crash Recorder (BACR): The purpose of the BACR trade study is to identify approaches to develop a survivable memory unit for integration and operational use on the Space Shuttle. USA is seeking subcontractors that have experience in the development, production, test, integration, and qualification for space operations and environments of solid-state recording, high speed serial data interfaces and crash protection of solid-state memory to conduct a study and provide options for a BACR. The primary objective of the BACR program is to provide a crash survivable memory unit that will be integrated to the VHMS/MMU system. The purpose of the BACR is to receive and store both mission critical and non-mission critical data from existing Orbiter Instrumentation subsystems as well as accommodate future upgrade system projects. (B) Vehicle Health Management (VHM): The purpose of the VHM trade study is to identify approaches for a health management architecture for operational use on the Space Shuttle and ground systems. Vehicle Health Management is being prepared for the Shuttle vehicle to enable the collection, processing, recording, management, monitoring and trending of critical flight data. The data may be used real-time, near real-time or after completion of the mission during post flight evaluation. Type of measurements under consideration includes: pressure, temperature, strains, frequencies, leaks, debris impacts etc. USA is seeking subcontractors that have experience in the development, production, test, integration, and qualification for space operations and environments of solid-state recording, high speed serial data interfaces and crash protection of solid-state memory to conduct a study and provide options for a VHM. USA is responsible for the procurement activities, and coordinates the system upgrade acquisition activities with its customer, NASA. USA will be responsible for integrating the provided studies and providing USA?s recommendation to NASA. The goal is to provide recommendations for a system based on best overall value to NASA. Subcontractors for these studies will be selected based on an assessment of White Papers. USA plans to request White Papers for these trade studies from the respondents to this request. This informational synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict USA or the Government as to the ultimate acquisition approach. Neither USA nor the Government will reimburse the contractor for any cost associated with preparing or submitting a response to this informational notice. Response to this request for information is required by close of business February 9, 2004, Monday. The respondent should indicate which trade study they are interested in working on. If interested in both studies, then separate responses should be submitted. The response should highlight the respondents past experience in these types of studies, identify the team and their capabilities to conduct the study. Please include primary and alternate contact information (name, address, phone number and email) for further exchange of information. Please limit your response to two pages or less. The data that will be exchanged for these studies are controlled by ITAR regulations, which prohibits data from being exported, released or disclosed to foreign nationals inside or outside of the United States without first obtaining an export license. Therefore, participation in these studies is limited to U.S. companies. Please confirm compliance with this requirement in your response to the RFI. Potential suppliers are cautioned that future dialogue concerning this acquisition may be limited solely to those suppliers who respond to this notice.
