Description
NASA/GSFC plans to issue separate draft Request for Proposals (RFPs) for the Multi-Disciplinary Engineering and Technology Services (METS) and Electrical Systems Engineering Support (ESES) procurements. The resulting two contracts are a follow-on to the current Multi-Disciplinary Engineering and Development Services (MEDS) contract. The MEDS contract provides engineering and related services for the study, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future science missions. The emphasis in the METS contract will be in the areas of systems engineering, software engineering, information technology, and Guidance Navigation and Control (GN&C) services. The ESES contract will emphasize electrical engineering support. The competitive procurements will result in two 8(a) cost-plus-award-fee (CPAF), indefinite delivery, indefinite quantity (IDIQ) contracts. Offerors are allowed to propose separately on both procurements and a single offeror is eligible for award of each contract. Each procurement will have a separate Source Evaluation Board. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. These procurements are total 8(a) set-asides. The NAICS Code and Size Standard for both procurements are 541710 and 1,000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. GSFC anticipates simultaneous release of both draft RFPs by the end of February 2004 with industry comments due within two weeks. The final RFPs will have staggered release dates. GSFC anticipates release of the ESES RFP on or about April 2, 2004 and release of the METS RFP approximately 2 to 3 weeks afterward. Both RFPs will have anticipated offer due dates of approximately 30 days after the respective RFP release date. The anticipated award date of both contracts is October 21, 2004. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below.
