- Description
- Thie Department of the Treasury, 401, 14th Street, S.W., Washington D.C. 20227 intends to award a purchase order, on a sole source basis, utilizing Simplified Acquistion Procedures (SAP), with associated provisions and clauses for Commercial Items, to Southwestern Bell Telephone. Requirement is for yearly telephon services. FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. FHQ04Q00070 is being issued as a Request for Quotation (RFQ). Quotes are being requested; a written solicitation will not be issued. All qualified offerors/firms who believe they can satisfy this requirement are invited and encouraged to identify their inteerest and capability to respond. an affirmative response is required by the close of date identified in this announcement, by email to evelyn.daval@fms.treas.gov. A written RFQ will be issued to all determined responsible offerors. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The National American Industry Classification System code is 51331 with a corresponding size standard of 1,500. The U.S. Department of the Treasury, Financial Management Service (FMS), 401 14th Street, SW, Washington, DC, 20227, intends to award a sole source purchase order utilizing simplified acquisition procedures and provisions and clauses for Commercial Items to Southwestern Bell Telephone, 500 East 8th, Room 1276, Kansas City, MO, 64106. Southwestern Bell Telephone will provide monthly telephone service to the Kansas City Financial Center, 4241 NE 34th Street, Kansas City, MO 54117. The requirement is for 46 dedicated smart trunk voice and telecommunications lines, as well as 24 Electronic Certification System (ECS) lines. The Trunk lines include Direct Inward Dial (DID), Direct Outward Dial (DOD), Sonnet ring, and Alternative Wiring Services (AWS), this provides dual entrance into the building and other miscellaneous charges. Southwestern Bell installed subject lines originally during the construction of the building. The Government will not pay for installation of new lines. FAR 52.212-1, Instructions to Offerors-Commerical Applies to this acquisition; FAR 52.212-2, Evaluation-Commercial Items is hereby incorporated by reference. The government will award a commercial item purchase order using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government. The offers will be evaluated on the basis of system requirement supportability, past performance, and price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. FAR 52.21-4 Contract Terms and Conditions-Commercial Items. Addenda to 52.212-4 include: FAR 52.217-9, Option to Extend the Terms of the Contract (Mar 1989); -FAR 52.222-37, VETS 100 Compliance Report. The clauses may be viewed at http://www.arnet.gov/far. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items applies to this solicitation. Past performance surveys can be obtained from Evelyn J. Daval, Contract Specialist. Offers are to be received no later than 10am, Feb 13,2003. The period of performance is from Base Year Feb 16, 2004 through September 30, 2004 with four 1-year options : Option Year 1, October 1, 2004 through September 30, 2005 and Option Year 2, October 1, 2005 through September 30, 2006, Option Year 3, October 1, 2006 through September 30, 2007, Option Year 4, October 1, 2007 through September 30, 2008. Response must be in writing by above-mentioned date. Responses must be in writing and must be received within ten calendar days of publication of this notice. Responses must include the Representations and Certifications and the VETS 100 Compliance Report.
