Description

This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The North American Industry Classification System (NAICS) Code is 541310 with a size standard of $4,000,000. This procurement is 100% set aside for acquisition by small business concerns. Proposed procurement will result in a one-year, fixed price indefinite delivery contract with option to extend for four additional years. Total contract amount shall not exceed $300,000 per year with a cumulative contract total not to exceed $1,500,000. The estimated award date of the contract will be July 2004. To be eligible for contract award , a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-888-227-2423. 2. PROJECT INFORMATION: The servic es required include but are not limited to CADD & GIS mapping, legal descriptions, and land surveys. These services are required to support USACE business processes for acquisition, management, and disposal of real estate within the district. Deliverables and services are to comply with standards and requirements referenced in ??????Statement of Work for Real Estate Cadastral Services?????? specified by USACE. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criterion a-d are primary. Criterion e-f are secondary and will only be used as ??????tie-breakers?????? among firms that are essentially technically equal. (a) Spe cialized experience and technical competence of the firm in types of work required, including knowledge of the locality of the work to be performed. (b) Professional qualifications of firm??????s staff and consultants to be assigned to this project, which are necessary for satisfactory performance of required services. (c) Past performance on DoD, and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. (d) Cap acity of the team to accomplish multiple simultaneous Delivery Orders in the required time. NOTE: The following criteria is considered secondary criterion and will only be evaluated during final selection for the short listed firms. (e) Location of the fir m in the general geographic area of the project. (f) Volume of DoD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. 4. SUBMISSION REQUIR EMENTS. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition) and one copy of SF 254 (11/92 edition) for the prime firm and all consultants to the above address not later than the response date indica ted above.
