- CONTACT Mr. Rene Acosta, (732)532-4230. This is a Market Survey to locate sources of supply for a Load Bank to test and diagnose the Patriot Electric Power Plant (EPP-III). The load bank must have the following performance capabilities and physical attributes to meet Patriot??????s needs: 1. Load bank will provide a resistive load only; 2. Provide a maximum load of 180kw; 3. Power from load source will be 120/208 vac, 3 phase, 4 wire, 400 Hz; 4. The control circuits, monitoring circuits, and intern al cooling fans must receive their power from the source (208vac, 3 phase, 400hz); 5. Load Bank must be able to supply incremental load amounts: (a) Two 50kw, (b) Three 20kw, (c) One 10kw, (d) Final 10kw must be variable (0 to 10kw); 6. Load Bank must have digital monitoring circuits to include, power, voltage, current, and frequency of load source. The monitoring circuits will be selectable for each input phase-to-phase and phase-to-neutral; 7. Load Bank must be mobile: (a) Footprint of no longer or wider than 29 inches, (b) Height not to exceed 36 inches, (c) Weigh less than 140 lbs, (d) Must be on castor support that can be rolled on rough surfaces and locked down when no longer required for movement; 8. Load Bank will possess basic fault indicators to a llow operators and maintainers to diagnose common problems associated with Load Bank test equipment; 9. Load bank must be able to withstand operating temperatures from -25 deg Fahrenheit to a maximum of 125 deg Fahrenheit; 10. Load bank must be able to ope rate during rainfall (max of 1 inch per hour); 11. Load Bank must be able to sustain outdoor storage; 12. Load bank must have a 25 foot source cable with a plug end to the load bank and pig-tail leads (2 AWG) that can be connected to standard military load terminals for Phase A, B, C, Neutral and safety ground; 13. Exterior surface of Load Bank must be of CARC OD Green and black (not camouflage pattern). Detailed technical data for the manufacture or acceptance of these items is not available from the Army. Suppliers capable of furnishing this item must so indicate, by writing to Commander, USACECOM, ATTN: AMSEL-LC-CCS-G-EC, Building 1200W, Ft. Monmouth, NJ 07703-5023, Attn: Rene Acosta or via email to rene.acosta@us.army.mil. The response must include doc umentation demonstrating that the supplier can, in fact, provide the Army with a unit that will meet the stated requirements.
