Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-04-T-0255. The U.S. Army Contracting Agency, Aberdeen Proving Ground, MD 21005 requires the purchase of four (4) MEG332 Engine Test Stands with Closed Loop Dynamometer (Engine Not Included). The engine mount is to be a heavy duty test stand, constructed from 2?????? x 2?????? steel mechanical tubing frame, 11 gauge heavy wall type, welded at all joints and having a special pair of universal engine mounts pre-drilled to accept several different types of e ngines. The stand to accommodate a heavy-duty radiator mount with varied positioning slots and sliding brackets positioned in the front of the engine test stand. The entire test stand to be positioned on specially designed vibration dampers and are to be welded to the main frame. A total of four sets of vibration dampers to be installed. Each set of dampers to have four Toro type pads, held centrally by a ???? inch bolt and steel plates. The steel mount to be primed and painted flat black color. On ea ch of the four corners of the engine mount, wheels are to be provided for easily rolling the engine to any location. These wheels are to be removable and storage space is to be provided on the mount for them. Overall dimensions are to be 72?????? long x 24 inches high x 36 inches wide and weight to be 150 pounds. Instrument Panel to include Torque Gauge, Load control system, inlet temperature gauge, outlet temperature gauge, pressure gauge, oil pressure gauge. Include hydraulic dynamometer rated at 350 HP at 5,400 RPM for use with diesel/gas engines, and a closed-loop cooling system. Acceptance shall be at destination, U.S. Army Mechanical Maintenance School, Edgewood Area, Aberdeen Proving Ground, MD 21010. The provision at 52.212-1, Instructions to O fferors, Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation, Commercial Items, applies to this acquisition; fill-ins in Paragraph (a) are Price and Past Performance and are/are not less important than price. A completed copy o f the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions, Commercial Items, applies to this acquisition. The clause at 52.212-5, Contrac t Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition.
