- Description
- This Solicitation is for an Indefinite Delivery, Indefinite Quantity, (IDIQ) requirements contract to furnish all labor, supervision, equipment, supplies, and materials to provide a Contractor Operated Civil Engineering Supply Store (COCESS) for Ellsworth AFB, SD. The successful contractor will be responsible for purchasing, issuing, delivering, and storing a variety of materials, tools, parts, supplies and equipment used in support of construction, facility maintenance or repair, and self-help projects. Items acquired by the COCESS includes electrical, plumbing, heating, ventilation, air conditioning, refrigeration, sheet metal, welding, pipe fitting, carpentry, masonry, electronic monitoring, controls and alarms, paint supplies, liquid fuels maintenance, power production, and pest control trades. The store shall provide a customer service center with access to a user-friendly, state-of-the-art ordering system and electronic catalog. The store shall stock high use/consumable items for immediate purchase. On-time delivery is a key objective of the Government. A detailed listing of supply items, with historical usage data, will be provided in the solicitation. The solicitation is issued for Full and Open Competition under North American Industry Classification System (NAICS) code 444130. The size standard is 500 employees. This information is only used for classification purposes in the representation and certification portion of the RFP. The magnitude of this project is between $1,000,000 and $5,000,000 per year. The performance period will begin on 1 October 2004 and continue for 365 days and seven, one-year option periods. All prospective offerors are responsible to visit the EPS frequently to obtain any amendments or other information pertaining to this solicitation. The RFP and all attachments will be posted in compressed (zipped) Microsoft Word and Excel documents. A free evaluation version of Winzip can be obtained from http://www.winzip.com/winzip/download.htm. This project is tentatively scheduled to be issued 15 March 2004 and will be an Internet solicitation only. Documents will not be available by any other means. The deadline for receipt of proposals is 15 April 2004. A pre-proposal conference is tentatively scheduled for 22 March 2004 at 10:00 a.m. Mountain Standard Time. Questions on the RFP must be submitted to the Contracting Office not later than 5 April 2004. Proposals containing any changes will be rejected. Contractors must be registered in the Centralized Contractor Registration in order to receive a contract award from any DOD activity. Contractors may access the CCR at http://ccr.edi.disa.mil.
