Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 04Q-0013 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 01-07. This requirement is a 100% small business set-aside. The NAICS code is: 33451 and the small business size standard is 750 employees or $5 million. The Government intends to negotiate for the following equipment or equivalent : 001) 1 Each. EAGLE III u-PROBE FLUORESCENCE SPECTROMETER SYSTEM TO INCLUDE THE FOLLOWING: H-V Generator; X-ray tube parameters under PC control voltage: 10 to 40 kV, adjustable in 1 kV steps; Current: 20 to 1000 uA, adjustable in 10 uA steps, Choose one of the following capillaries: 300um cylindrical X-ray capillary, 100 um cylindrical X-ray capillary. Choose one of the following tubes: Rh Micro-Focus X-ray tube or Mo Micro Focus X-ray tube. Sample Chamber (Dia.: 330 MM, L:320 mm, air or vacuum: sample size range: Flat samples 250mm X 280 mm X 10mm. Bulk samples 250mm X 200mm X 90mm. Standard X-Y-Z Sample Stage (5um minimum stage step size). Nominal stage travel: 100 X 100 X 100mm. XY Speed approximately 7.5mm/s. 10 micron minimum stage step size. Motorized stage under computer control. Video System with two cameras: 10x color, approximate displayed sample area: 16mm x 11.5 mm. 100 x color, approximate displayed sample area: 1.7 mm x 1.2mm. 2x Digital zoom on 100x Camera. Sample illumination with cold white light. Video Control Board. Vacuum System Including Pump. Sapphire Be Window, Si(Li) Detector (80 mm2) with a Be Window: for analysis of elements from Na to U. Detector is liquid nitrogen-cooled with detector bias cut off for protection against accidental warming. 5 liter liquid Nitrogen Dewar. Resolution equal to or better than 155eV for MnKa at 5000 cps. Eagle Vision Software: Complete control software for Eagle system. Consists of the following capabilities: Sample viewing with 2 magnifications. Sample positioning by mouse, software buttons or keyboards. Single point, automated multiple point, linear point sequence and matrix point sequence analysis. Measurement control. Peak ID with KLM markers (auto manual). Background fitting (auto, manual). Spectral manipulation (subtraction, normalization, addition, multiplication, peak generation). Intensity calculation (gross and net by deconvolution). Quantification by eDXRF Fundamentals parameter model. Uses standardless or single/multiple standard models to determine elemental concentrations. FP model allows input of one or more calibration standards. Quantification by semi-empirical Lucas-Tooth Pyne (COMB32) model using multiple standards to determine concentrations. Preset and control of instrumental parameters. Instrument calibration (Automated & Manual). Genesis 2000 Acquisition Electronics Module with Digital Signal Processing. Acquisition Electronics Kit for Eagle. Acquisition boards used to collect and digitized the x-ray signal input from the X-ray detecting unit. Digital Signal Processing acquisition boards free. Running MCA 8 S/W Selectable processing time contents. Input count rates > 500 kcps. Throughput > 100 kcps. 4 eV/channel selection (2.5, 5, 10, 20) Multi Channel Analyzer. Eight Digital SCA Outputs. Dedicated high speed PCI bus. 8 software selectable processing times (from .8 to 102 micro seconds). Universal Input, 90-260 VAC 50-60 Hz. High Voltage Channel. Five level fast discriminator. 1 serial ports. 1 parallel port. 1 USB port. All necessary power supplies. Manuals. 101-key AT style keyboard, Super VGA monitor graphics controller mouse and mouse pad. System hardware includes: Intel Pentium IV HP 2100 Workstation 2.0GHz, 3.5? 1.44Mb floppy disc drive, 256 CPU memory. 40 Gb Hard Drive. Ethernet. A 17? monitor. 16 MB Video Ram. Read/Write CD-Rom. Graphics Accelerator, Keyboard, Mouse and Hewlett Packard Color Printer. 002) 1 Each: VISION (32 BIT) SPECTRAL MAPPING SOFTWARE, with the following capabilities. Collect x-ray spectra at a selected pixel resolution, up to 512 x 400, over a sample region. Each spectrum is saved with sample position (x,y). A location on a sample can be revisited for further analysis from an elemental map. After collection, a user can recall a particular spectrum or create spectral averages by location in the video image and return to points on the sample from an elemental map.
