Description
The U.S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns because not enough HUBZone certified business concerns complied with the requirements of the sources sought synopsis to promote competition. The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for dockside repairs of the USCGC HARRY CLAIRBORNE (WLM 562), a 175 Foot Class Coastal Buoy Tender. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. A Request for Quotes (RFQ) will be issued on or about 5 January 2004 with quotes due on or about 28 January 2004. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to smartinez@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The Home pier of the vessel is Galveston, TX. All work will be performed at the contractor's facility. The performance period is forty-two (42) calendar days beginning on or about June 03, 2003. The contractor shall provide all labor, equipment necessary to perform dockside repairs to the USCGC HARRY CLARIBORNE including but not limited to the following Base and Option Items: (1) cleaning fuel and oil tanks, (2) remove of dispose of up to 500 gallons of diesel fuel; (3) clean and inspect and main engine and ship service generator uptakes; (4) perform infrared thermo-graphic survey; (5) clean shipboard ventilation systems; (6) inspect and test hydro-pneumatic tank; (7) clean shipboard ventilation systems; (8) inspect and test hydro-pneumatic tanks; (9) inspect and test hydraulic chain stoppers (Level I); (10) inspect and overhaul mechanical chain stoppers (Level II); (11) inspect, service and test boat davit (Level II); (12) inspect hydraulic power units for deck machinery and small boat; (12) inspect and weight test buoy crane (Level I); (13) renew deck hatches; (14) renew buoy crane main motor and main hoist sheave assemblies; (15) inspect various fittings; (16) preserve flag mast; (17) renew deck covering systems; (18) remove stringer insulation material in various locations. Work shall be performed at the vessel’s homepier (Galveston, TX). Funds are available for this procurement. This procurement is 100% Small Business Set Aside. Plans and specifications will be issued on or about 5 January 2004. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard.
