Description
Maintain/Repair/Alter Aircraft Maintenance Hanger Building 416. Proposals will be evaluated pursuant to FAR 15.101-1, Price/Performance Tradeoff (PTT). Evaluation factors shall be set forth in the Request for Proposal. The Government reserves the right to award a contract to other than the low offeror. All responsible offerors must be CCR registered to be considered for award. The NAIC Code is 236210 and the Size Standard is $28.5 million. Work includes, but is not limited to, construct a 2,630 SF building addition to provide a Paint Preparation Room, Paint Spray Room and a Media Sandblast Room. Work includes site preparation, concrete foundation, reinforced concrete masonry walls, steel roof joists, EPDM single ply membrane roofing system. Exterior finishes will be brick veneer with metal fascia and soffit to match the existing. Install overhead doors, mechanical, electrical and ventilation systems. Install vapor, volatile organic compound (VOC) and particulate recovery and control systems. Provide independent mechanical ventilation system for the building addition. Construct new sidewalk and asphalt paving with trench drain. All mechanical and electrical systems shall be extended to the new addition. Relocate air conditioning condenser. The Sandblast Room shall have a minimum clear ceiling height of 17 feet. The Paint Preparation and Paint Spray Rooms hall have a minimum clear ceiling height of 13 feet. Demolish the existing building exterior finishes as necessary for construction of the addition. Renovate the existing building exterior finishes as necessary for construction of the addition. Renovate the existing building to convert the existing Corrosion Control Room and one office into a Break Room, Laundry Room and Men?s Locker/Shower/Toilet Room to include partition walls, ceilings, finishes, plumbing, fixtures, telephone and data outlets/wiring, electrical and mechanical systems. Install additional electrical receptacles (explosion-proof) in the hanger area. Install exterior electrical receptacles. Demolish the overhead crane in the existing Paint Spray Room. Install electric retractable lighting in the hangar area. Install electric retractable air hose assemblies in the hangar area. Install an overhead support system (jib crane) for the existing external power cable to the nose location of an aircraft in the hangar. Perform all work under a single lump sum firm fixed-price contract. Solicitation package will be available on or about 17 February 2004. Closing date will be on or about 18 March 2004; exact date will be identified in solicitation. Performance period is based on a two-phase NTP described in the solicitation, or approximately 270 calendar days after NTP. All responsible sources may submit a proposal, which shall be considered, as the solicitation will be issued under full and open competition. The estimated cost ranges between $1,000,000 and $5,000,000. Note: The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs.
