- 17. Potential Sources Sought: The U.S. Coast Guard Engineering Logistics Center is seeking qualified sources that can provide the requirements for the overhaul, reassembly, testing, painting, preservation, packaging, and marking in accordance with U.S. Coast Guard Specification No. R-233-163 dated 12/99, Rev. No. E dated 11/03 on the following: NSN 2815-01-342-4445- Caterpillar, Model 3516 Diesel Engines. These engines are installed on the U.S. Coast Guard 110 FT. WPB Class Cutters. Delivery shall be required 75 calendar days after receipt of a delivery order. Delivery will be F.O.B. Destination to the U. S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. A requirements type contract with one (1) base year and four (4) option years is anticipated. It is the Government’s belief that only Caterpillar or an authorized Caterpillar repair facility can provide the standardization of parts required to overhaul these engines to insure compatibility and interchangeability with existing equipment. Technical data and/or drawings pertaining to the special tools and equipment required to manufacture the various parts are not available within the Government and are proprietary to the Original Equipment Manufacturer, Caterpillar or their authorized dealers. However, other potential sources having the expertise and required capabilities can submit such data discussing the same in duplicate within 15 days from the date of this announcement. The following information must be provided to evaluate the acceptability of the offered parts: 1) Complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional characteristics, or 2) Data that offered parts have been satisfactorily manufactured for the Government or the original equipment manufacturer. No cost or pricing data is required. See Numbered Note 22. All responsible sources may submit a bid, which will be considered by the agency.
