Description
NASA/DFRC has a requirement for plans to issue a Request for Offer (RFO) for the following: Communications equipment and system support services necessary to operate, maintain and expand the existing DFRC Digital Integrated Communications Electronics System (DICE III). The DICE III system provides the communications link between the DFRC mission control rooms and the aircraft that fly missions at Dryden, links DFRC with the other NASA centers and the Space Shuttle, and connects the International space station to JSC and Moscow through Dryden NASA/DFRC intends to purchase the items for the above services directly from Quintron Systems, Incorporated (QSI), of Santa Maria, California on a sole source basis under the authority of FAR 6.302-1 and 10 U.S.C 2304 (c) (1), ?Only one responsible source and no other suppliers or services will satisfy agency requirements?. Justification is based upon Quintron System, Incorporation?s unique and proprietary capabilities to provide the required services involving the Dryden Digital Integrated Communications Electronics System (DICES III). The DICES III is a QSI unique ground communication system. Quintron designed and engineered and manufactured the original DFRC four node communications system. Award to any other source would result in a failure to meet Agency?s requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. PST. local time on February 9, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
