Description
NAICS Code: 541710 THIS IS A SYNOPSIS FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. INTERESTED PARTIES SHOULD GO TO THE EPA WEBSITE AT http://www.epa.gov/oam/rtp_cmd FOR INFORMATION ABOUT THIS SOLICITATION. The solicitation is being issued as part of a Request for Quotation (RFQ). The reference number is XMR016. This solicitation is 100 percent set aside for small business. The associated North American Industry Classification System (NAICS) Code 541710, which has a size standard of 500 employees to qualify as a small business. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. U.S. Environmental Protection Agency's National Health and Environmental Effects Research Laboratory - Western Ecology Division/Coastal Ecology Branch (EPA; WED/CEB) is conducting in a study of food webs in Pacific northwest estuaries in order to determine how different habitats affect the cycling and dynamics of nutrients (such as nitrogen) and carbon. As part of that study, EPA scientists are collecting intertidal and subtidal benthic infaunal core samples in Salmon River, OR, and Yaquina Bay, OR, to characterize the benthic community structure. Two types of benthic samples are to be analyzed for their taxonomic composition and abundance: 1) macro-infauna samples (each containing the fauna retained on a 0.5 mm screen from of a pair of sediment cores, 8 cm diameter x 10 cm deep) and 2) mega- infauna samples (each containing the fauna retained on a 3 mm screen from a single sediment core 15-40 cm diameter x 100 cm deep). Upon award of the Contract, the Contractor shall develop a brief Quality Assurance Project Plan that describes how the project will be managed, all quality assurance and quality control (QA/QC) procedures, and how the QA/QC procedures will be managed. There shall be one data quality objective (DQOs) for this project: the number of individuals of each invertebrate species per sample (units: individuals/sample; expected range: 0 to 25; accuracy: 90%; precision: 1 indiv./sample; completeness: 90%. Quotations will be evaluated on the basis of (1) the proposed Work Plan; (2) the Quality Management Plan; (3) the qualifications of key personnel, (4) recommendations of at least two References for previous related projects conducted in the Pacific northwest completed by the Contractor within the last three years (References to include Project Description, Contact Person, and telephone number); (5) the Cost for CLIN # 1, and (6) the Cost for the Optional Quantities (CLIN #2). All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41, Service Contract Act of 1965, As Amended. Any applicable wage determination(s) will be made a part of the resultant purchase order. The completed Representations and Certifications should be included with the price proposal.
