- This is a combined synopsis/solicitation for commercial items in accordance FAR 12.6. This acquisition is conducted under full and open competition with a 10 percent HUBZONE preference. This request for proposal (RFP) N00174-04-R-0014 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 333298. Size standard 500. The offeror shall provide a firm fixed price offer F.O.B. Destination to Indian Head, Md. NSWC Indian Head requires a Diamond-Wire Saw (DWS) with worktable (table) and an explosion-proof console at the DWS and a remote control console. This is a turnkey operation whereby contractor will install a new diamond wire saw and remote console. The DWS shall be able to cut solid explosives safely and will not genera te enough heat to start a fire. Safety of operation is a top priority for the DWS. The DWS shall be able to cut at least 24 inches by 24 inches rectangular and 24 inches diameter stocks. The minimum cutting capacity shall be one-quarter inch diameter stocks. The DWS?s sample holders? (8) shall have a weight capacity of at least 4000 lbs. (including factor of safety). The DWS shall be able to cut soft materials rubber, plastics, and hard materials stainless & hardened steels. The design shall minimize wire stretching, work hardening and wire deflection. The DWS shall operate with at least 200 feet of wire and wire diameters between .030 and .010 inches. One person shall be able to wire DWS alone. If required, steps or ladder shall be incorporated to gain access to upper region of DWS. Salvaging wire from a previous wire break for reuse or operate with lengths of wire s horter than 200 feet long is desired. The DWS shall run at various speeds between 0 - 1000 ft/min. The DWS?s speed shall be able to be changed manually at both controllers. The selected speed shall remain unchanged unless manually changed utilizing speed adjusters (i.e. knobs, dial indicators). Both of the DWS?s controllers shall have speed indicators (ft/min). The wire tension and force between wire and sample shall not vary throughout the cut. The DWS shall cut at a variety of tensions appropriate for various wire diameters. The DWS shall generate very little heat at the cut location. Temperatures exceeding 200 F can ignite propellants. The DWS shall have a water lubricating system for cooling and debris removal. The DWS shall work with and without water. The DWS shall be designed to utilize one-quarter inch metal tubing with fittings for connection to the governmen t?s existing vacuum system for wire cooling and debris removal (air feature). When water is used for cooling, the wire shall be sufficiently dry prior to entering cut to avoid sample contamination. The water and air feature shall work together or independently of each other. The DWS shall have an end of cut cutoff proximity sensor to stop the DWS when cut is complete. There shall be a flashing red light, which illuminates on the remote controller when a cut is complete. The DWS shall be able to cut to a predetermined depth and stop automatically once the cut depth is reached. The DWS shall have a break wire cutoff proximity sensor to stop the DWS if the wire breaks or due to excessive wire stretching. There shall be a flashing red light, which illuminates on the remote controller when a wire breaks. The DWS shall be designed for intermittent/continuous operation and re quire minimal maintenance. Material parts, electrical, and mechanical assemblies and workmanship shall be in accordance with the highest engineering standards. The DWS shall be a complete system, ready for operation upon connection of utilities. The DWS parts shall be made of corrosion resistant materials (stainless steel, anodized alum. zinc plated). The system shall be water-resistant. Controls and readouts shall be accessible for an operator in a standing position. Contractor will supply all wiring harnesses and hardware used to connect the DWS to remote console. An explosion proof local control console shall be located on the DWS. A second non-explosion proof remote control console (19 inches (W) x 16 inches max (H) rack mountable) shall be located a minimum of 500 feet from the DWS in control room. A console lockout shall be incorporated to allow operation from onl y one console at a time. A key on the explosion-proof control console ((main) DWS location) shall place the DWS in Local or Remote mode of operation. The following indicator colors are suggested. When the key is in the local position (ON), the remote control console?s functions are locked out and a YELLOW light shall illuminate on the remote control console indicating that the local controller is in control. When the key is in the remote position (OFF) the local control functions are locked out and the remote controller is active. The explosion-proof control console shall consist of but not limited to the following: Local (power on)/Remote (power off) key switch. Power ON light RED. When the key from either console is turned ON, a RED light on both consoles shall illuminate to indicate that power is being supplied to the DWS. Speed indicator (ft/min); Speed Adjuster; Cumul ative time meter (hh: mm); Depth of cut meter (inches); End of cut light (RED flashing); Break wire indicator light (RED flashing); Start GREEN button (Operating light); Stop RED button; Tension meter (lbs, kgs or percent); Wire mode button(s) to home the DWS to initial wiring position. Emergency Stop button RED. The Remote Control Console shall consist of but not limited to the following: Remote (power on)/(power off) key switch; Power ON light RED; Speed indicator (ft/min); Speed Adjuster; Cumulative time meter (hh: mm); Depth of cut meter (in.); Start GREEN button (Operating light); Stop RED button. When the local control key (main) is in the local position a YELLOW light shall illuminate on the remote console. Tension meter (lbs, kgs or percent); Wire mode button(s) to initialize or home the DWS to the initial wiring position (desired); Emergency Stop button RED; End of cu t light (RED flashing); Break wire indicator light (RED flashing). There shall be 4 spare keys per console. All controls shall be labeled below the corresponding control. The DWS including table shall cover a max. floor area of 96 inches by 144 inches, 100 inches max. height. The table will support samples up to 2500 lbs., 22 inches in diameter and 134 inches long. The table shall have a minimum of 8 sample supports to accommodate multiple cut locations. At least four of the table sample supports shall be adjustable along the table (it is desired that all 8 are adjustable along the table) and shall be able to support and secure multiple cuts (parallel disc approximately 2 - 6 inches long). The table dimensions shall be with in the following ranges: Length: 120 to 144 inch; Height: 24 inch to 36 inch; Each sample support shall have removable and adjustable V-block supports. Each V-block shall be equipped with stainless ball transfers McMaster-Carr P/N 6460K44 or equivalent. When two V-blocks are paired together the ball transfers shall be mounted 120 from each other. The V-block assemblies shall have manual or digital counters for accurate in and out adjustments. Four V-block assemblies in and out adjustments shall be independent of each other and four shall be dependent on each other. The table shall be able to be leveled with adjustable feet and be able to be secured to floor with bolts and anchors. The table shall allow easy cleanup/removal of cutting debris. The table/sample supports shall incorporate clamp hold-downs or equivalent mounting device(s) to securely hold samples down. The devices shall be able to clamp samples ranging from 1 - 24 inches diameter. The devices shall be able to adjust forward and back along table and up and down on sample. The DWS shall operate from a nominal 120 vac, 60hz, 15 amps supply. All motors, controls, connections attached to the DWS shall be made explosion proof according to the electrical requirements of the National Electrical Code (NEC) and National Fire Protection Association (NFPA) 70 Class I, Division I, Group D, and Class II, Division I, Groups E, F, and G regulations (does not apply to the remote control console). Articles 500 through 504 of the NEC establish the standards for the design and installation of electrical equipment in atmospheres that contain flammable vapors, liquids, or gases, or combustible dust, and are adopted by the Navy for explosive areas. All dimensions/units are desired to be in English (inches, ft/sec, grams, etc.) Maximum DWS weight 3000 lbs. The following provisions apply: 52.212-1, Instructions to Offerors ?Commercial 52.21 2-4, Contract Terms and Conditions ? Commercial Items 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items 52.212-2, Evaluation ? Commercial Items ? the evaluation factors are as follows listed in descending order of importance, unless otherwise stated: Factor 1- Technical: The evaluation shall consider offeror?s experience, system?s ease of use, simplicity and flexibility of design and design features. Offeror?s shall provide three copies of the technical proposal which shall include: Offeror?s description of how they intend to meet or exceed all requirements (limited to 20 pages, excluding brochures, sketches and foldouts); Conceptual construction drawings, specifications and design calculations; Detailed reference material demonstrating extensive knowledge and experience in conventional cutting methods (i.e. circular dis c, band saws, and lathes etc.) including the principles for understanding the reciprocating diamond wire cutting process (limited to 5 pages); and a copy of the standard one-year commercial warranty. No pricing is to be provided in the technical information. Factor 2 - Past Performance: Offeror?s shall provide three references for product performance with name, telephone, fax and e-mail address. Other sources for past performance information shall be used as available. Factor 3 ? Price. Offeror?s shall provide pricing for the following: CLIN: 0001 - Electrical Specifications and Schematics ? Price - due within 90 days after contract award. CLIN: 0002 ? Diamond Wire Saw to include One-Year Standard Commercial Warranty, Installation, Documentation and Drawings ? Subclins: 0002AA ? Materials ? Price, 0002AB ? Installation of the Diamond Wire Saw ? Price ? due within 6 mont hs of contract award. 0002AC ? Operation Manuals covering: installation, operation, and maintenance and Spare Parts List with Pricing ? Not Separately Priced. 0002AD - As Built Drawings of Complete System ? Not Separately Priced - delivery within 90 days after system installation. CLIN: 0003 ? Two Day System Training at Indian Head ? Price ? within 30 days of installation. CLIN: 0004 ? Option I ? One Additional Diamond Wire Saw ? Price ? delivery within 6 months of the exercise of the option. Option maybe exercised within 365 days of delivery of the initial system. ? CLINS ? 0005? 0008 ? Options II - V for One-Year Service and Parts Maintenance Agreements - Pricing The government will make a best value determination based on these factors. Intent is to award based on initial offers. If considered necessary by the contracting officer, discussions will be conducted only with those offerors determined to have a reasonable chance for award. Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003).
