Description
The Army Field Support Command is conducting a market survey of industry to identify sources interested in the manufacture of the following items: SIMULATOR, PROJECTILE, GROUND BURST, M115A2, NSN 1370-00-752-8126, Part Number 7549246. It produces a h igh-pitch whistle and flash of light followed by a loud report. The body of this devise consists of a closed paper cylinder containing approximately 2 ounces of photoflash powder. A whistle assembly, to one side of which is attached a safety fuze, protrude s from one end. Its overall length is 7.13 inches, and its diameter is approximately 2.25 inches. A Fuze Lighter, M3A1, is taped along the side of the body and is connected to the safety fuze. The whistle assembly is a paper tube containing slow burning po wder. The fuze lighter consists of a double pull cord, a cellulose nitrate coating on phosphorus coated wire, and ignition composition. SIMULATOR, HAND GRENADE, M116A1, NSN: 1370 00 752 8124, Part Number: 9256467. It produces a flash of light followed by a loud report. The body of the hand grenade simulator consists of a closed paper cylinder containing approximately 1.25 ounces of photoflash powder. The simulator body is approximately 1.6 inches in diameter and 3.75 inches long (4.27 with safety time fuse. ) A fuse lighter M3A1, is taped along the side of the body and is connected to a length of safety time fuse. The safety time fuse extends from the center of one end of the body and, after a 180-degree bend, is inserted into the fuse lighter. The fuse light er consists of a double pull cord, a cellulose nitrate coating on a phosphorous-coated wire, and ignition composition. One end of the cord is attached to the coated wire; the other is attached to a cap, which seals the end of the fuse lighter. The sealing cap is held in place during shipment and handling by a spring type wire safety clip. SIMULATOR, BOOBY TRAP, FLASH, M117/L598. NSN: 1370-00-028-5256, PART NUMBER: 8848600. It produces a bright flash of light and a loud report when activated. The Flash Simul ator, M117, consists of a cylindrical outer tube 0.98 inch in diameter and 2.25 inches in length, from one end of which protrudes a flat metal nailing bracket. The nailing bracket increases the overall length to 3.90 inches. The end opposite the bracket is covered with a paper cap held on by tape. Included with this device, as issued, are a spool of wire for use as a trip wire, an extension spring, two nails and four staples. The body of this device is an inner tube, slightly more than 1 inch long that cont ains the flash composition. The initiating assembly is in the space between the outer and inner tubes. This assembly consists of a strip of paper coated with friction-sensitive composition folded so that its coated surfaces face each other. This folded pap er is attached to the inner tube; over the top is a strip of felt held in place, under slight pressure, by adhesive tape. SIMULATOR, BOOBY TRAP, WHISTLING, M119, NSN 1370-00-028-5255, PART NUMBER. The body of this simulator is 2.81 inches long: its overall length, including the nailing bracket, is 4.02 inches. It contains a slow-burning composition which, when ignited by the pull cord, produces a shrill whistling sound for 3 to 4 seconds. The technical description of these items are identified as 1) Simulat or, Projectile, Ground Burst, M115A2/L594, NSN 1370-00-752-8126, 2) Simulator, Hand Grenade, M116A1/L601, NSN: 1370-00-752-8124, PN 9256467, 3) Simulator, Booby Trap, Flash, M117/L598, NSN: 1370-00-028-5256, PN 88486600 AND 4) Simulator, Booby Trap, Whistl ing, M119/L600, NSN 1370-00-028-5255, PN 8848602. Interested companies should respond by providing the government the following information: a brief summary of the company's capabilities (a description of facilities, personnel, business size status and past manufacturing ex perience as it relates to the above criteria) and availability, i.e., estimated minimum and maximum monthly production quantities and the Minimum Procurement Quantity (MPQ) required for production. A respondent to this survey should be able to show adequat e technical and manufacturing capability and good past performance in the explosives processing industry. A respondent to this market survey must have available a majority of the skills and facilities that are required to manufacture these items. If a resp ondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. The respondent should also indicate their willingness to ma nufacture the entire grouping or at least a minimum of 2 items of the grouping. In the event that a solicitation is issued, the government will utilize a Best Value approach and the resulting contract could be multiple year (i.e.: between 2 and 5 years). I f a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part o f the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The government will utilize the information provided only to develop the acquisition strategy for future req uirements. All information submitted will be held in a confidential status.
