Description
The US Army CECOM proposes to create a five-year Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract for up to 250 Replacement Frequency Modulated Orderwires (RFMOWs) and associated initial and sustainment spare parts. Additionally, t he contract will include Time and Material provisions for engineering services; however the predominate portion of this contract will be for hardware. The RFMOW is a voice/data system that will replace the existing Frequency Modulated Orderwire (FMOW) to address deficiencies in secure voice transmissions capabilities. The RFMOW provides a means for terminal operators and controllers to communicate using a network of AN/TSC-85 and AN/TSC-93 Ground Mobile Forces (GMF) tactical satellite terminals. The RFMO W must also be able to communicate with existing Secure Terminal Unit (STU) III equipment. Sole Source award to Raven Electronics (Raven) 400 Edison Way, Reno, NV is intended pursuant to FAR 6.302-1, Only One Responsible Source. The Government does not p ossess the technical data or a drawing package defining the form, fit or function of the RFMOW. Raven is the only source that has designed an RFMOW IU and the IU is the most critical component of the RFMOW. All responsible sources may submit a bid or pro posal, which shall be considered by the agency. The solicitation will be posted on the Interactive Interagency Business Opportunity Page (IBOP), https://abop.monmouth.army.mil/. See Numbered Notes 9 and 22.
