Description
The Government is seeking professional design services from an architect-engineering firm to develop working drawings and specifications for a data center. The VA Pittsburgh Healthcare System consists of three sites with individual computer rooms and related equipment. This project will consolidate all hospital information system servers and associated peripheral hardware from the three sites into a single data center by constructing approximately 10,000 sf of new space and 5,000 sf renovated space. Additionally the center will house all Veterans Integrated Service Network (VISN) #4 computer operations center and contain backup computer operations for other medical centers within VISN 4. VISN 4 includes Healthcare System facilities located in Altoona, Butler, Coatesville, Erie, Lebanon, Pittsburgh - 3 sites, Philadelphia and Wilkes-Barre, Pennsylvania, as well as Clarksburg, West Virginia and Wilmington, Delaware. The proposed location is the H.J.Heinz,III Progressive Care Center located in Aspinwall, PA. Support personnel for these systems will be co-located with the equipment. Designs will include compliance with all applicable building codes and VA design standards. All designs will be compliant with space criteria referenced in VA Handbook 7610. The A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations (known items already identified do not need re-tested), bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 "Room Finishes, Door and Hardware Schedule". The architect-engineer will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Engineer. A/E must be proficient in the use of Auto Cad 2000 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $3,000,000.00 - $7,000,000.00. Area of consideration FOR THE ENTIRE PROPOSED A/E TEAM is restricted to within sixty (60) miles of the VA Pittsburgh Healthcare System, H.J. Heinz,III Progressive Care Center, Delafield Road, Aspinwall Division, Pittsburgh, PA 15240. Those interested firms, both small and large, within the area of consideration shall submit three (3) copies of current SF-254 and SF-255 to the attention of Lynne Dickerhoff (Contracting Officer) 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The NAICS code is 541330 with the small business size standard of $4.0 million. Due date for SF-254's and SF-255's is March 1, 2004 at 1:00pm. THIS IS NOT A REQUEST FOR PROPOSAL.
