Description

The reason for this amendment is to add the statement: Award will be made to the lowest price, technically acceptable offer. The U. S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS),Office of Personnel Development (OPD), Support SDU, Unit 24, Suite 2A04, 4700 River Road, Riverdale, MD has a requirement for Ten (10) videos of positive and negative examples of Conflict Management and Two (2) additional videos of opening and closing remarks to be filmed in Maryland. Videos will be an interactive DVD's designed by the vendor using vendors actors or hired actors with Text provided by the Training and Development Services and Consultant as a starting point. SPECIFICATIONS: A full-screen, full-motion video and interactive knowledge commercial DVD that can be played within a computer and on a stand alone DVD unit with interactive menus, information and assessment modules. The DVD will act as an effective instructional resource, while providing individualized control and management of the learning experience. Each DVD will have the ability to deliver learning and assessments anytime and anywhere. The DVD will be titled, Dealing with Conflict. It will include five (5) modules and a total of about 3 hours of learning. The five (5) modules are: Communication, Negotiating, Conduct, Listening to Understand and Emotional Intelligence. Each module will provide: various conflict management video scenarios, solutions on how to manage conflict incidents, an introduction to terminology, descriptions and various kinds of resources and links. A Fixed-Price purchase order will result. F. O. B. Destination. QUOTATIONS ARE DUE BY FEBRUARY 6, 2004, 2:00 p.m. Local time. Simplified Procurement Procedures will be used as well as Commercial Item Acquisition Regulations per FAR 12. This is a Small Business Set-Aside under NAICS Code 512110. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-18. Applicable FAR clauses are incorporated by reference; Prompt Payment 52.249-1; Changes-Fixed-Price 52.243-1; Instructions to Offerors - Commercial Items 52-121-1; Evaluation-Commercial Items 52.212-2; Offeror Representations and Certifications 52.212-3; Contract Terms and Conditions-Commercial Items 52-212-4; Contract Terms Conditions Required to Implement Statues or Executive Orders-Commercial Items 52.212-5; Notice of Total Small Business Set-Aside 52-219-6. All responsible sources may submit a quotation for consideration. Effective October 1, 2003, the Federal Acquistion Regulation (FAR), requires that contractors be registered in the Central Contractors Registration(CCR) System, www.ccr.gov, before they can be awarded contracts. Offers should include tax payer identification number, DUNS number and CAGE code. Failure to provide this information and/or to register with CCR will result in vendor not being considered for award.
