- UPDATED REQUEST FOR PROPOSAL SYNOPSIS Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil AFTER Estimated Date. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. The solicitations will be in a downloadable, printable format when viewed with an Adobe Acrobat Reader. Free software is available at http://www.adobe.com/products/acrobat/readstep2.html. DSCP has developed a web-based system that allows manufacturers the ability to request specifications, patterns and drawings on our contracting page http://ct.dscp.dla.mil/Contracting/. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. The Clothing & Textiles Directorate of the Defense Supply Center Philadelphia (DSCP) will be soliciting proposals for a Jewish Ecclesiastical Prime Vendor (JEPV). Items to be included in this program are religious supplies to support Jewish chaplains in all military services. Approximately 46 different items are in accordance with the item descriptions: provide a 100% fill rate for all items within the delivery timeframes; offer expedient solutions to "out of stock" positions; delivery suppies in designated time frames to customers worldwide at multiple destination; receive and transmit various documents via EDI ANXI X12; provide for a one-for-one replacement warrant for defective items. The solicitation will be issued as Total set-aside for Small Business firms and will result in a firm fixed price, Indefinite Delivery/Indefinite Quantity Type Contract. The contract Period will be a one-year base and four (4)one-year term options. The estimated dollar value for each year will be a Minimum of $35,000.00 and a Maximum of $200,000.00. Delivery is required within 14 days after order. The acquisition will utilize the Tradeoff Process (Best Value Source Selection), which will allow the Government the flexibility to select a source whose proposal demonstrates the greatest probability of successful performance. Both technical and price proposals will be required at the time of solicitation closing. Technical merit is important than price. Evaluation factors in descending order of importance are: Past Performance/Experience, Product Demonstration Models, and Electronic Data Interchange. Expected solicitation issuance date for SP0100-04-R-0054 is on or around 30 Jan 2004. To receive a copy of the solicitation will be posted on the gateway. THIS ACQUISITION IS EXTENDED INDEFINITELY.
