- This is a combined synopsis/solicitation for commercial items in accordance with the format in Federal Acquisition (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. PSA-04-RPQ-0004. The North American Industrial Classification System Code is 611699. The small business standard is $6 Million. This solicitation is 100% set-aside for small business. The Government intends to make a single or multiple award of a Firm Fixed Price Indefinite Delivery, Indefinite Quantity type contract with firm fixed price per session. The contract period of performance will be from date of award through September 30, 2004 inclusive of the Government's unilateral right to exercise four (4), one year option periods. All Quantities are estimated maximums. Introduction 1.0 The District of Columbia (D.C.) Pretrial Services Agency (PSA) has a requirement to provide Enhanced Work Readiness Group Services, as well as Substance Abuse Early Intervention Life Skills Services that include alcohol and other drug education, anger management, conflict resolution and job readiness training. PSA intends to award a contract to the firm who can provide training that fulfills the requirements outlined herein with the intended goal of the training being changed behavior for the participants. Agency Background 2.0 The District of Columbia Pretrial Services Agency (PSA) is an independent investigation and supervision agency under the umbrella of the federal agency known as the Court Services and Offender Supervision Agency (CSOSA). PSA supervises clients who are released into the community while awaiting disposition of their case n both the Superior and U.S. District Court. CSOSA is primarily responsible for providing community supervision to offenders who have been placed on probation or released on parole. The Pretrial Services Agency works closely with CSOSA to ensure that the quality of community supervision provided to all defendants in the DC criminal justice system complies with federal supervision standards. PSA and CSOSA are mandated to provide comprehensive social services to persons either court ordered or in need of social services as part of their pretrial or post-sentence supervision. Scope of Work 3.0 The Contractor shall provide qualified personnel, facilities, supplies, equipment, services, and course material except as otherwise provided to provide a Substance Abuse Early Intervention Life Skills and Enhanced Work Readiness Group Services Program in accordance with the terms and conditions of this contract. The Substance Abuse Early Intervention Life Skills Track includes alcohol and other drug education, anger management, conflict resolution and job readiness training, while the Enhanced Work Readiness Group Services Track is to be dedicated fully to employment readiness training in accordance with the statement of work herein. Target Population 3.1 The target population for the Substance Abuse Early Intervention Life Skills and Enhanced Work Readiness Group Services Program will consist of clients released under extensive conditions (i.e. drug testing, in-person reporting). The clients will have been screened by and or assessed by PSA and determined to be in need of the social services identified herein. Some of these clients will have demonstrated potentially problematic alcohol and/or illicit drug use that require some intervention short of outpatient treatment. Other clients will have been court ordered to obtain employment and will require employment readiness services in order to comply. Those to be served may include persons of different cultural backgrounds including, but not limited to those who may be non-English speaking, minorities, handicapped, and will include both genders. The Contractor shall provide all services in a manner that recognizes the cultural differences of the clients in working to meet their needs. Types of Courses 3.2 (1). Alcohol and Illicit Drug Education (The curricula shall provide the client with the basic concepts and theoretical models associated with understanding substance abuse and addiction, as well as information to help clients' self-assess their substance use). Content information will include basic pharmacology of psychoactive drugs, the process of addiction and strategies for avoiding illicit drug use and alcohol abuse. (2). Anger Management (The curricula shall provide clients with didactic instruction, as well as interaction & experiential exercises to manage anger). (3). Problem Solving/Conflict Resolution (The curricula shall provide clients with the fundamentals of the critical thinking process and conflict resolution skills and include information regarding stress reduction and time management work-related and personal). (4). Work Readiness (The curricula shall provide clients with the basic skills associated with job preparation: interview tips & techniques, resume writing, and conducting a successful job search, work performance & professional conduct). 3.3 The Contractor shall clearly define, describe, and implement methods for objectively evaluating client mastery of the subject matter covered in each session. 3.4 At a minimum, clients in the Substance Abuse Early Intervention Life Skills Track shall be able to: Describe the differences between substance use, substance abuse, and substance dependence: Identify the signs and symptoms of developing substance problem; Identify the signs and symptoms of substance dependence; Self assess their current level of substance use; Describe the possible origins, manifestations, and consequence of anger and rage; Identify their own anger warning signs; Identify and practice techniques for managing anger and its consequences; Using inductive and deductive reasoning, analyze an individual or group problem; Describe successful strategies for resolving conflicts with peers, subordinates and authority figures; Describe successful strategies for reducing stress; Describe successful strategies for making good use of personal and work-related time; Learn and practice effective job search techniques; Learn and practice effective job interviewing strategies and Understand professional conduct and practical ways to avoid job termination and promote job advancement; 3.5 At a minimum, clients in the Enhanced Work Readiness Track shall be able to: Describe successful strategies for making good use of personal and work-related time; Learn and practice effective job search techniques; Learn and practice effective job interviewing strategies; Understand professional conduct and practical ways to avoid job termination and promote job advancement; Develop a complete an effective resume and Explore vocational interests, aptitudes, and current job market trends Personnel/Qualifications 4.0 The Contractor personnel shall have at a minimum, a Bachelor?s degree in Education or closely related field, from an accredited college or university. The contractor?s personnel shall have experience in life skills training, instructional programs and credentials in the District of Columbia sufficient for providing the identified services. The contractor personnel should possess no less than one year of experience teaching in a criminal justice environment or a comparable setting. Additional education, training, and experience directly related to this requirement will impact evaluation scoring, based on a pre-determined scale. The contractor should submit copies of diplomas, certificates, licenses, etc.; as well as, documentation of previous experience, with a submittal of quote for services. 4.1 The Contractor shall maintain documentation demonstrating that all staff personnel possess adequate training to perform the duties for which they are assigned and meet all applicable certification and/or licensing. The designated Contracting Officer Technical Representative (COTR) shall maintain this documentation in a complete, confidential and current personnel record available for review. 4.2 The Contractor personnel shall have no pending felony charges, nor prior criminal record of felony convictions and/or criminal justice supervision for the last five years. The Contractor personnel must communicate any felony arrests or other related charges in criminal justice status to the designated COTR within two (2) business days of the change in status. 4.3 The Contractor shall ensure that all direct staff is knowledgeable of PSA contract requirements and a copy of the Statement of Work (SOW) is readily available for their review. 4.4 The Contractor?s personnel shall avoid compromising and/or dual relationships with clients or PSA staff and report any improprieties or the appearance thereof immediately to the Contracting Officer. 4.5 At award and throughout the life of the contract, the Contractor's personnel shall have no current, previous, or pending professional licensure suspension, revocation, or other disciplinary action related to alleged professional misconduct, malpractice, or ethical violation. Course Structure Requirements 5.0 The number of client participants will not exceed 40 individuals for each session with class instructional modules to allow new clients to enter at the beginning of any week during the 4-week cycle. 5.1 The instructor shall conduct the sessions beginning no earlier than 10:00 a.m. and ending no later than 3:00 p.m. 5.2 The designated COTR reserves the right, however, to adjust the class curriculum, and numbers as necessary in order to accommodate schedules of clients. 5.3 The designated COTR or a designated representative may monitor performance at random to insure compliance with the terms of the contract. The designated COTR will inspect for quality of instruction, adherence to class schedules, adherence to the program of instruction unauthorized substitution of instructors, quality of reproduced material (if any) provided by the contractor and other contractual requirements as appropriate. 5.4 Alternate proposals to this schedule will be considered but must be submitted with their proposal. Failure to submit an alternate schedule shall be construed as agreeing with the Government?s proposed schedule. Performance Schedule 6.0 The contractor will be required to perform six (6) group sessions per week. A session consists of two (2) hours, not to exceed 12 hours per week. Sessions shall be held three days per week, Tuesday, Thursday, and Friday, excluding Federal holidays. The hours will be 10:00 a.m. to 12:00 p.m. and 1:00 p.m. to 3:00 p.m. Prior approval from the Contracting Officer is required, in writing, for any temporary deviation from this schedule. Permanent changes to the performance schedule may only be made via modification to the contract. 6.1 The Contractor shall provide a recurring 4-week cycle of six (6) group sessions per week to include a Substance Abuse Early Intervention Life Skills Track (morning) and an Enhanced Work Readiness Track (afternoon) with two make-up sessions per week. PSA will notify the contractor regarding whether an individual client is to attend one or both tracks. The sessions shall be administered as follows: One 2-hour Substance Abuse Early Intervention Life Skills Track (morning) session held two days per week from 10:00 a.m. to 12:00 p.m. One 2-hour Enhanced Work Readiness Track (afternoon) session held two days per week from 1:00 p.m. to 3:00 p.m. One 2-hour Early Intervention Life Skills Track make-up (morning) session held once each week from 10:00 a.m. to 12:00 p.m. One 2-hour Work Readiness Track make-up (afternoon) session held once each week from 1:00 p.m. to 3:00 p.m. A total of 8 sessions (16 hours) shall be required for successful completion of the Substance Abuse Early Intervention Life Skills Track. A total of 8 sessions (16 hours) shall be required for successful completion of the Enhanced Work Readiness Track 6.2 In the Substance Abuse Early Intervention Life Skills Track, two sessions shall be devoted to each of the areas identified in paragraph 3.2 (1-4) for a total of 8 required sessions. 6.3 In the Work Readiness Track all 8 required sessions should be devoted to work readiness as described in paragraph 3.2(4). Supplies 7.0 The contractor shall provide all necessary supplies required for clients to meet the objective(s) stated herein (books, textbooks, notebooks, pencils, manuals, handouts, charts, overheads, etc.). Management of Sessions and Client Records 8.0 There will be an open line of communication between the instructor and the COTR to ensure that the clients that are enrolled in the session are actively participating in the program. Records recording the same will be maintained as described herein. The Contractor shall establish and maintain complete and up-to-date progress records on each client to include specific modules attended, exercises completed, and the results of the tests or other measures used by the Contractor to evaluate the client's mastery of the subject matter. The Contractor shall require clients to sign in on the attendance sheet the days they are attendance and fax the attendance sheets to the COTR. The COTR shall provide the Contractor with weekly group attendance rosters complete with client name; PDID number; space for client signature; and space for contractor certification. The Contractor shall certify on each sign-in sheet/attendance sheet that each client has attended sessions in full and participated as required. The Contractor shall make note on the attendance sheet of any client who failed to attend the entire session or failed to participate as required. If client misses a session, the session must be made up within that week. Client who miss two sessions in the same week are not to complete the program until they have attended and participated in the missed module. The Contractor shall report unusual incidents by facsimile or telephone to the COTR no later than the next business day, and in writing to the COTR within five days. An Unusual Incident (UI) is a significant event, which affects staff (PSA employees or Contractor?s staff) or clients. Examples include but are not limited to the following: Death; Injury; Unexplained absence of a client; Physical, sexual, or verbal abuse of a client by staff or other clients; Staff negligence; Fire; Theft; Destruction or other loss of property, or sudden, serious problems in the Physical plant and Complaints from the clients? families or clients themselves; Requests for information from the press, attorneys, or Government officials outside PSA or CSOSA; and client behavior requiring attention of staff not usually involved in their care; The Contractor shall not remove a client from services without concurrence from the PSO unless the client poses a threat to her/himself, other person(s), or property. Records of clients participating in the Substance Abuse Early Intervention Life Skills Track are confidential client records and must be protected from unauthorized disclosure except as provided below: Disclose client records and discuss client treatment with PSO, COTR, or designated representative of the Government on an "unrestricted communication" basis. Disclose client records only in accordance with 42 C.F.R. Part 2, and where disclosure is permitted under those regulations, disclose only if consistent wit the policies and procedures of PSA, CSOSA, or certification authority. The Contractor shall be responsible for all client files and records during the time those files are in the Contractor's possession. The Contractor shall ensure that persons having access to or custody of client files and records follow the disclosure and confidentiality requirements of this agreement and federal law. These files and records are property of the Government and shall be returned to the PSO upon completion or termination of services. Place of Performance 9.0 The contractor shall perform all services under this contract in the District of Columbia at the contractor?s facility. The Contractor facility shall be located on a metro stop or main bus line. The facilities used in support of this contract shall meet all local, state, and federal requirements for zoning as well as fire prevention and overall safety. The contractor shall provide documentation to the Contracting Officer demonstrating that the facility meets all the requirements of the applicable local, state and federal regulations. 9.1 At any point during the life of this contract, the Government may require the Contractor to perform all services at a District of Columbia location provided by the Government. In this event, the Government will give the Contractor at least 30 days notice of the change in place of performance and will provide space adequate to perform the functions described herein.
