Description
The proposed effort is anticipated to be awarded as a sole-source contract to Boeing Wichita Development and Modification Center, 3801 S. Oliver Street, Wichita, KS 67210. The new contract is for a combined five years (one year basic plus four one year options) CLS support for the VC-25A aircraft. The VC-25A presently consists of two specially modified Boeing Commercial 747-200 aircraft. The intent is for the contractor to support the maintenance and ongoing modification requirements of the VC-25A aircraft while maximizing aircraft availability for the user. This effort covers management of government owned assets, support equipment and spare parts stored in the Contractor Operated and Maintained Base Supply (COMBS) located at Andrews AFB. In addition, the contractor shall be responsible for depot level maintenance and modification integration, engine & auxiliary power unit (APU) management, heavy maintenance (HM), drop-in unscheduled maintenance, engineering services, system integration laboratory (SIL), technical data management, TCTO/service bulletin compliance/installation, aircraft modification, aircraft paint, field service representatives, contractor dispatched field teams for support of the aircraft and worldwide support of the aircraft during the performance of its mission. Maintenance includes all areas with an added emphasis on strip and repaint of the complete aircraft, corrosion control, major structural repair, and interior refurbishment. The contracting arrangement will be a combination of Firm-Fixed Price, Time and Material, and Cost-Reimbursable CLINs based on the criteria established in FAR Part 16. This effort is required from 1 October 2004 through 30 September 2009, a one-year basic with four options beginning 1 October 2005. The estimated value for the total period of performance, including all options, is $650M. Estimated contract award date for this effort is 1 October 2004. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with this procurement contact Boeing Wichita Developmental and Modification Center. Any offerors responding to this notice must provide evidence of capability to perform the above requirements and state their size standard. NAICS code is 33641. Numbered notes 22 and 26 apply.
