- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES.*****This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19.*****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 500 employees. This acquisition is unrestricted and all interested, responsible business concerns may submit a quote.*****The National Institute of Standards and Technology (NIST) has a highly time-sensitive requirement for Line Item #0001, quantity of one (1), electron impact cluster ion source for generation of C60+ ions, Ionoptika BRAND NAME or EQUAL (Model IOG C60 ion source, with Wien filter, 10keV power supply & cables, source adapted to replace duoplasmatron on NIST SIMS Instrument). This source will be mounted (by NIST scientists) on the existing NIST ion microscope secondary ion mass spectrometry (SIMS) instrument (Cameca model IMS 4F). The source will be used to support time-critical research in the NIST strategic focus areas of Homeland Security and Health Care.*****All interested, responsible business concerns may provide a quotation for the following Line Item #0001: Electron impact cluster ion source for generation of C60+ ions, equal to the Ionoptika brand named above. Salient characteristics follow and shall be met in order to be considered for award of a purchase order:** (a) The source shall be a commercially available product; **(b) The source shall be capable of mounting directly to the primary ion column of the NIST ion microscope SIMS instrument; **(c) The source shall be capable of operation at a minimum voltage of 10 keV; **(d) Continuous primary C60+ beam current, at the highest available beam energy, shall be > 20 nA as measured at the output of the source; **(e) The source shall have an integrated Wein filter for mass selection of the primary ion beam; **(f) Lifetime of the source (mean time between source cleaning cycles) shall be at least 100 hours; **(g) Stability of the mass resolved primary current shall be at least 10% over a 20 minute period; **(h) The system software to control the source electronics shall be compatible with Windows 2000 or higher; and **(i) A one-year warranty on parts and labor shall be included.*****Delivery shall be FOB Destination, and shall be made within ninety (90) days after receipt of order (ARO), or less.*****The unit is required for a time sensitive project and prompt delivery is of paramount importance.*****The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.*****A description of brand name or equal is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency requirement. *****To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristics specified in this RFQ; clearly identify the item by brand name, if any, and make or model number; include descriptive literature such as illustrations, drawings; and clearly describe any modifications the quoter plans to make in a product to make it conform to the RFQ requirements.*****Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2?Evaluation of quotations or offers. Award will be made based on quoters? (A) Technical Capability to Meet Specifications, (B) Past Performance, and (C) Price. Technical Capability and Past Performance, when combined, are more important than Price.**Technical Capability will be evaluated by assessment of vendors? ability to understand and meet the requirement. Vendors shall clearly demonstrate, in the quotation, full understanding of the requirements. Quotations shall include the make and model of proposed products, manufacturer?s sales literature or other product literature.**Past performance will be evaluated to determine overall product quality and service with respect to technical and administrative issues. Quoters shall provide a list of at least two (2) references to whom comparable systems -- preferably for similar applications ? have been sold over the past three (3) years, including organization name, point of contact, phone number, and fax number for each).
