- Description
- NASA/SSC plans to issue a Request for Offer (RFO) for the project entitled: Repair and Modernize Secondary Power Systems Phase V/ 13.8KV Electrical system on Stennis Space Center. The work for this requirement consists of, but is not limited to the following: Contractor shall provide the labor, equipment, and materials to replace the existing unit substations at buildings: B-8100, B2201, B-2205, B-3305. Replace synchronous starters and associated power and control wiring in B-3305. Remove outdoor distribution gear and re-feed lift station at and around B-4995. Due to electrical outages required to perform these duties this work requires careful planning, scheduling and coordination in order to minimize impact to site activities. All work will be accomplished in occupied and operating facilities. Repair to 13.8KV Electrical system: Contractor shall provide the labor, equipment, and materials to install 13.8kV high voltage duct bank underground encased in concrete and pre-fabricated manholes. The project includes the removal of shrubs and small trees as required to install the duct bank. All work locations are dedicated to propulsion testing. All work under this proposed contract in these facilities will be scheduled at the convenience of propulsion testing activities. Excavation will not be allowed on days that are scheduled for testing. The contractor will be given 24 hours notice of these activities. The order of magnitude for the procurement is $1,000,000 to $5,000,000, and the effort shall be completed within (365) calendar days after receipt of the notice to proceed. This procurement is 100% set-aside for small business HUBzone contractors only. As a result, only Small Business Administration (SBA) certified HUBzone contractors may submit an offer, which shall be considered by the agency. The anticipated release date of the RFO is on or about February 6, 2004, with an anticipated bid closing date of on or about March 8, 2004. The firm date for receipt of bids or offers will be stated in the RFO. Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for Feb 23, 2004 at 9AM. Participants will meet at the South Reception Center, Stennis Space Center, MS. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available on CDROM.
