- Description
- NASA/GSFC intends to contract, on a sole source basis with Dr. Don Banfield to participate in the Mars Exploration Rovers mission. Dr. Banfield will help to plan the atmospheric science spacecraft observation sequences of the mini-TES infrared spectrometer and Pancam multispectral imager instruments on-board the Mars Exploration Rovers. Dr. Banfield has extensive experience performing data analysis on Mars Global Surveyor Thermal Emission Spectrometer (TES) data resulting in several published journal papers. His experience with the TES data transfers directly to the Mars Exploration Rovers mini-TES atmospheric data, which is very similar to TES data. Dr. Banfield was also a member of the Mars Polar Lander operations team, and he was a key member of the team that developed the initial "strawman" atmospheric observation sequences for the Mars Exploration Rovers. This requirement is being conducted under the authority of 10 USC 2304(C) 1 - Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 02/06/2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
