Description
Solicitation No. W9128F-04-B-0008 On or about 09 February 2004, this office will issue Invitation for Bids for the construction of Perry Creek Flood Protection, Phase 4, Sioux City, IA. Bids will be opened on or about 10 March 2004. This solicitation is unrestricted and open to both large and small business participation. There will be no formal site visit for this project. The site is open to the public and is available through public access. Contractors are encouraged to visit the site at any time during the bidding period. Contractor??????s having questions concerning access to the site may contact Chris Payer, Sioux City Project Manager, City Hall Room 409, 405 6th Street, Sioux City, IA 51101, Phone Number 712-279-6401. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Ordering' below. The work will include the following: (Approx. quantities) This contract consists of 14,800 linear feet of grass and rock lined channel improvement work in and along Perry Creek from the Bluff St. bridge to Stone Park Blvd. Construction of the open channel will require excavation and backfilling of soils, placement of riprap slope protection, and construction of flood walls, retaining walls, and 10?????? wide low levees. Other work items include removing existing buildings and bridges within the project right-of-way, construction of approximately 50 storm drain outlets, relocation of storm sewers, sanitary sewers, water and gas utilities, pavement removal and replacement, installation of traffic signals, and other miscellaneous site work. The Perry Creek basin is located in Woodbury and Plymouth Counties in northwestern Iowa. The downstream 5 miles of the basin lie within the corporate limits of Sioux City, Iowa, and drains the central portion of the city. Completion of this work may require the temporary diversion of Perry Creek stream flows from the existing channel. The estimated construction cost of this project is between $10,000,000 and $15,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2004: (a) Small Business: 57.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 10.0% of planned subcontracting dollars*. (c) Women Owned Small Business: 10.0% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 730 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
