- This is an unrestricted procurement. FY04 DLA MILCON PN KNMD043001 Replace Phillips Hydrant System; PN KNMD043002 Expand Strategic Aircraft Airlift Ramp; PN KNMD031006 Repair/Inspect Tank #1; PN KNMD011009 Repair/Inspect Tank #2, Hickam Air Force Bas e, Oahu, Hawaii. Work includes the following: demolish an existing pumphouse and associated piping, existing hydrant outlet pits and associated lateral control pits, abandon fuel piping under airfield and fill with lean concrete, construct a pumphouse to c ontain five 600gpm pumps, provide twelve hydrant outlet pits and associated fuel piping, one 500kw emergency generator, cathodic protection, fire detection, water and power utility services; demolish existing aircraft apron and shoulder pavement, relocate waterlines, fire hydrants, light standards, apron/taxiway edge lights, fencing, drainage ditch, dirt mounds on eastside of ramp just outside existing fence, construct new apron and shoulder pavement; drain/clean tanks, lift tanks to install new reinforced concrete ring walls, sand cushions, secondary containment liners, leak detection and cathodic protection systems, remove existing oil sand cushions, perform tank repairs, and incidental work to include installation of wear plates under floating pan legs, w eld tests, prep/paint repaired areas, inspect double wiper seal on floating pan and interior painting, install seal between tank floor plates and concrete wing wall, install high-high and low level alarms, add service platform, replace existing hand operat ed fuel recovery system with electrically operated pump, perform complete API inspection, install dike containment, and restore stairways in fuel tank area. The estimated cost of the proposed project is between $25 Million and $100 Million. Selection will be based upon evaluation factors, which may include (a) past performance, (b) past experience, (c) Small Business Program, and (d) price. Solicitation to be issued O/A February 9, 2004, utilizing Electronic Bid Sets (EBS). Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation documents will be provided on Compact Disks-Read Only Memory (CD-ROM) at a non-refundable charge of $67.92. Solicitation documents shall be requested through any of the following metho ds: (a) mail requests to Defense Automation & Production Service, Attn: Army Corps Solicitation, 1025 Quincy Ave., Suite 200, Pearl Harbor, Hawaii 96860-4512; (b) via courier service (Fedex, UPS, etc.) to: Document Automation & Production Service (DAPS), A ttn: Pearl Harbor Naval Base Building 550, Pearl Harbor, Hawaii 96860; or (c) via facsimile (if paying by credit card) to (808) 473-2604. Requests must state company name, address, telephone number, facsimile number, solicitation number, project title, and company designation (prime contractor, subcontractor, supplier, or plan room). Envelope front must show the solicitation number. Checks shall be made out payable to Superintendent of Documents. Provide separate checks for each project requested. Checks co ntaining payment for multiple projects will be returned to requestor without action. Facsimile requests must state (1) the above required company information, and (2) cardholder name, account number, and card expiration date. VISA and MasterCard are the on ly credit cards accepted. Firms requesting air express service shall furnish completed airbills showing recipient name, company name, telephone number, company billing account number, and type of delivery required. Firms with foreign delivery addresses sha ll provide completed commercial or corporate invoices in addition to the completed airbills. Failure to supply completed airbills and commercial or corporate invoices (if applicable) will result in solicitation documents being sent via regular US mail. Fai lure to provide any of the foregoing information, documents, and/or payment may delay mailing of solicitation documents. Solicitation documents are not availabl e for purchase or pick-up over the counter at DAPS. Please allow up to five days from the date DAPS receives requests for solicitation documents to be mailed out.
