- Synopsis for PRDA Announcement number IHPRPT XI PRDA 04-01-PKT. A draft PRDA is being issued simultaneously with this synopsis. The Government does not intend to award a contract or any other type of agreement on the basis of the draft PRDA or to otherwise pay for the information solicited under the draft PRDA. The intent of the draft PRDA is to obtain market research on the details for the final announcement. Responses to the draft PRDA will not be considered as proposals nor will any award be made as a result of the draft PRDA. Entities who wish to participate in this market research should maintain an awareness of this website. Suggested comments or questions to the draft PRDA may include: 1) clarity and content of topic description, 2) clarity and relevance of evaluation criteria, 3) amount and distribution of funding, 4) period of performance for basic and options, 5) oral presentation guidance, and 6) proposal timeline. The final PRDA is expected to be issued in about three (3) weeks at which time proposals will be solicited. The Integrated High Payoff Rocket Propulsion Technology (IHPRPT) program continues to be a vital Department of Defense / National Aeronautics and Space Administration (DoD/NASA) and industry effort. IHPRPT was established to strengthen the technology base of DoD and commercial rocket propulsion systems through the development of advanced, innovative rocket propulsion technologies. High power xenon Hall effect thruster electric propulsion systems are of interest to the Government, as they would provide timely, fuel efficient orbit transfers and other in-space maneuvering capabilities for future Department of Defense space assets. An objective of this effort is to pursue the IHPRPT Phase III goal. The government is interested in developing a complete xenon Hall effect electric propulsion system to meet this spacecraft maneuvering need, with an ultimate objective of transitioning the system to an operational spacecraft to support the needs of the warfighter. Only U.S. contractors who are registered and certified with the Defense Logistics Services Center (DLSC), Federal Center, Battle Creek, Michigan 49017-3084 (800-352-3572) that have a legitimate business purpose or who are teamed with one of the registered contractors will have access. If you are registered with the DLSC, you must submit a copy of the approved DD Form 2345, Military Critical Technical Data Agreement, with your request for Draft PRDA and PRDA supplemental packages.
