Description
The National Institutes of Health (NIH), National Institute of Allergies and Infectious Diseases (NIAID) intends to negotiate on a sole source basis, with The Millennium Group (TMG) for Phase II of the NIAID Mentoring Program/Navigating NIAID New Employee Program from an existing order under purchase order number 263-MF-306716. This Notice Of Intent is being issued as NOI4045. The statutory authority for this acquisition is FAR 13.501 and award is anticipated to be made under a Firm Fixed Price purchase order. The acquisition documents and incorporated provisions and classes are those in effect in the Federal Acquisition Circular 2001-18 dated December 11, 2003. This acquisition will be processed under the authority of FAR Part 12-- Acquisition of Commercial Items. The North American Industry Classification Systems (NAICS) code for this acquisition is 541611 and the size standard is $6 million. The period of performance of this contract will be from February 1, 2004 through April 30, 2004. NIAID has a continuing need to acquire, develop, and maintain human capital in order to fulfill new and expanded mission requirements. Currently, NIAID is working to provide training and development tools for personnel recently hired to assist the Institute with its Bio-Defense research mission. During the last twelve months NIAID has been working with The Millennium Group International, LLC (TMG) to design and develop the ?NIAID Mentoring Program? and the ?Navigating NIAID New Employee Program?. These programs are designed to accelerate the adaptation process and ensure maximum productivity during the first twelve months of newly hired employees. The programs are also geared toward ensuring the retention and full utilization of newly acquired talent thus, ensuring successful completion of the NIAID mission. During Phase one of the project, TMG served as a consultant to NIAID for services to design, develop and launch the Navigating NIAID New Employee Program which included but are not limited to: write specifications for software intended to monitor employee participation in training activities related to the Institute, provide a template with information on safety issues , provide policy information, acclimate employees with materials related to the research mission of NIAID, develop career and personal development plans, design and develop ?The New Employee Program Website?. During Phase two, TMG will serve as a consultant for the services to design, develop and implement the mentoring program which may include but are not limited to: design and customize training for mentors and prot?g?s participating in the program, identify mentors and prot?g?s, launch the program, evaluate and, modify the program as specified by NIAID. TMG is the only source known to the Government capable of providing the required services. TMG is uniquely qualified to perform these services due to their track record of providing assistance to organizations with talent coaching and development. In addition, TMG possesses the proprietary knowledge of the Navigating NIAID program. The necessary services are proprietary and commercial as defined in FAR Part 2. This action is under the authority of 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, all proposals received within 3 (3) calendar days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Proposals must include pricing information. Offers must be submitted no later 5:00P.M. Eastern Standard Time (EST), January 26, 2004.
